• Oversee and perform subcontract administration and management activities • Qualify suppliers and issue requests for proposals • Evaluate proposals and maintain subcontract files according to established procedures • Manage subcontracting work on projects and integrate subcontract work into broader programs • Drive major subcontract execution, including cost, schedule, technical, and quality performance • Integrate Subcontracts, Engineering, Quality, Finance, and Planning teams • Serve as the primary point of contact between subcontractors and project management while remaining accountable to Supply Chain leadership • Oversee the entire procurement cycle and coordinate KBR technical teams with suppliers • Address critical and complex issues involving proposal evaluations, contract documentation, and contract modifications • Develop subcontract specifications, work statements, and terms and conditions • Lead supplier negotiations on cost, terms and conditions, and long-term agreements • Control costs, manage cost avoidance, and perform price analysis • Develop supplier sourcing strategies and commodity-product scorecards • Measure and improve supplier performance and initiate corrective actions • Research market trends • Conduct ad-hoc analyses for upper management and corporate supply chain leadership • Manage and mentor the Purchasing/Subcontracts Team, including performance appraisals and identifying training needs • Implement efficiency initiatives and sustain KPIs • Implement GR/IR strategies to promote timely supplier payments • Participate in functional strategy development and potentially manage global processes and procedures
• Bachelor’s degree required; Master’s degree highly desired • Typically 15+ years of experience in procurement and subcontract management • At least 3–5 years in a management role • Minimum 5–7 years of subcontracts management experience • Experience negotiating Master Service Agreements and complex Subcontract Agreements • Experience establishing scopes of work and writing technical or non-technical documentation, including Specifications, Statements of Work, Contracts/Subcontracts, and Supplier Deliverables • Experience supporting IDIQ, Cost Reimbursable, Fixed Price, and other subcontract types • Experience with negotiations, terms and conditions, incentive arrangements, and order placement • US Government Contract Experience highly desirable, specifically LOGCAP experience • Strong working knowledge of FAR and DFARS • Significant experience negotiating Subcontract Agreements valued in the $25–$50M range • Experience managing and leading 25+ supply chain personnel favorable • Experience managing Subcontract Administrators and Subcontract Supervisors • Excellent English communication skills, written, verbal, and presentation • Ability to communicate effectively at all organizational levels, including with international teams and suppliers • Strong project management, negotiation, and conflict resolution skills • Attention to detail, complex problem-solving, and excellent organizational skills • Background check required • Government Contractor / Government Solutions experience highly desirable • Experience managing international customer/supplier relationships • Proficiency in developing and tracking internal metrics • Strong background with cost analysis and price analysis • Strong familiarity with IDIQ contracts • Experience working with and/or leading DCMA audits, including CPSR Audits, highly preferred • Ability to lead a diverse team collaboratively • Strong ability to implement GR/IR strategies • In-depth understanding of global procurement processes and supply chain management • Strong leadership and mentoring skills • Ability to drive efficiency initiatives and sustain KPIs
