• Serve as primary client-facing cost management lead for a large-scale mission-critical data center program • Develop and maintain detailed cost plans and estimates through design and delivery • Produce and present monthly cost reports, executive summaries, and funding data • Coordinate cost information from design teams, general contractors, subcontractors, and vendors for validation and auditing • Compile built cost records for benchmarking and continuous improvement • Lead procurement strategy, pricing reviews, scope validation, and commercial negotiations • Manage final accounts and timely agreement • Own change control, including reviewing, estimating, negotiating, and reconciling change orders • Support cost risk analysis, scenario planning, contingency management, and commitment tracking • Maintain cost control systems, including EVM where applicable • Integrate cost with schedule and scope alongside project controls and scheduling teams • Drive engineering priorities through cost impact analysis and lead value engineering and cost optimization • Monitor market trends and provide insights • Act as primary client interface and prepare executive-level updates and cost estimate revisions • Ensure adherence to business management systems and delivery methodologies • Mentor junior team members • Manage margins and monthly fee/resource forecasting • Adhere to applicable SOX controls
• Bachelor's degree in Construction Management, Quantity Surveying, Engineering, or related field • 5–7+ years of cost management experience supporting mission-critical data center projects • Expertise in cost planning, forecasting, change management, procurement, and project controls • Construction consultancy experience strongly preferred • Understanding of MEP systems, resilience considerations, and hyperscale campus-scale infrastructure • Knowledge of budgeting, financial reporting, cost control systems, and Earned Value Management (EVM) • Expertise in procurement strategies and commercial management of contractor/vendor contracts • RICS accreditation or progress toward certification advantageous • Excellent communication, negotiation, and stakeholder management skills • Strong analytical and problem-solving abilities and attention to detail • Proficiency with industry-standard cost management tools and software • Ability to work effectively remotely while engaging with onsite teams • Ability to travel to Frederick, Maryland, for major project activities and approximately 3–4 days onsite per month
