📋 Description

• Provide task order pricing support and oversee pricing development for task orders and work orders • Review bottom-up cost estimates, cost models, pricing narratives, and basis of estimate documentation • Oversee task order scoping documents and ensure scope, schedule, and cost alignment before submission • Validate risk analysis and cost and schedule contingencies in the pricing process • Integrate vendor and subcontractor quotes into pricing models • Collaborate with Finance to validate estimates, rates, indirect burdens, and pricing assumptions • Perform quality assurance reviews of cost and price volumes for solicitation responsiveness and FAR, DFARS, and CAS compliance • Build and formalize the end-to-end task order development process • Develop estimating standards, basis of estimate templates, pricing guidance, and scoping document frameworks • Develop training materials and process documentation • Mentor and train project controls staff and provide training to proposal and support organizations • Interface with Projects & Construction, Business Operations, and Functional Support groups to obtain pricing and proposal data • Maintain proposal and task order documentation according to document control processes • Comply with site environmental, health, and safety requirements

🎯 Requirements

• Bachelor's degree in Business, Finance, Engineering, Construction Management, Project Management, or related discipline • Minimum of ten (10) years of experience in Project Controls supporting large-scale government-funded programs or contracts • Minimum of five (5) years of experience with Primavera P6 • USA citizen with TS/SCI clearance or ability to obtain the appropriate level of security clearance • At least 18 years of age • Fluent ability to read, write, and speak English • Understanding of proposal development and strategy, including contract cost and pricing principles • Ability to review and write pricing narrative responses • Extensive knowledge of FAR, DFARS, and Cost Accounting Standards (CAS) • Working knowledge of U.S. Government structure and agency acquisition procedures and policies • Extensive knowledge of basis of estimate components • Demonstrated expertise in EVMS implementation and reporting per EIA-748 guidelines • Ability to scale EVMS best practices • Strong analytical skills and ability to develop and maintain integrated cost and schedule baselines • Demonstrated ability to work under multiple deadlines and changing priorities • Ability to work extended hours, often with short notice, to meet deadlines • Must complete pre-employment referee checks, criminal history checks, medical assessment, and drug test
