📋 Description

• Manage daily project activities for the agile development team, including schedule, scope, resources, system operations, and modernization efforts • Ensure activities align with strategy, governance processes, applicable standards, and continuous improvement practices • Supervise contractor staff and provide technical guidance • Coordinate execution across developers, help desk, training, infrastructure, and security teams • Serve as primary point of contact for the Contracting Officer, COR, GSA product owners, and government stakeholders • Plan and lead project kickoff meetings • Lead agile planning, backlog management, sprint planning, release planning, and work-status reporting • Develop and maintain the Project Management Plan, Quality Management Plan, Communication Plan, Change Management Plan, procedures, schedules, and task trackers • Develop and maintain modernization roadmaps and plans for planned releases and legacy-function retirement • Maintain Business Requirements Documents based on process analysis, user research, technical discovery, and government priorities • Monitor and resolve risks, issues, and dependencies • Prepare recurring project status updates and monthly reports covering activities, accomplishments, upcoming work, risks, issues, staffing, and budget • Oversee release readiness, testing, and user acceptance testing for quality, accessibility, and security standards • Manage transition-in and transition-out activities • Track labor hours and funding against contract limits and support accurate invoicing • Travel approximately quarterly for demonstrations, planning sessions, and collaboration with client stakeholders • Perform other relevant assigned duties

🎯 Requirements

• Bachelor’s degree, plus at least 4 years of relevant experience • Demonstrated experience serving as a Project Manager for digital- or web-focused initiatives in a large or complex organizational environment • Expertise in activity planning, resource coordination, and schedule management • Experience in managing O&M legacy systems and/or system modernization efforts • Experience supervising staff and managing subcontractors • Working knowledge of agile delivery practices (Scrum or similar), backlog management, and release planning • Proven experience in developing, delivering, and communicating regular project status reports and progress updates • Experience managing performance standards and AQLs under a Quality Assurance Surveillance Plan (QASP) • Experience producing contract deliverables such as PMPs, QMPs, and status reports • Strong written and verbal communication skills, including briefing and coordinating with non-technical stakeholders and product owners • Familiarity with federal security and compliance requirements, including FISMA, ATO processes, and the 21st Century Integrated Digital Experience Act/Section 508 accessibility • Experience with Jira, Confluence, Zendesk, or similar tools • Ability to obtain and maintain a favorable Public Trust clearance • Legally authorized to work in the US • Must be willing to travel to the Washington, D.C. area approximately once per quarter • PMP, Certified Scrum Master, or equivalent Agile certification (nice to have) • Familiarity with the federal regulatory process (nice to have)
