📋 Description

• Lead a team of business analysts across multiple scrum teams to build the product backlog and business objectives • Own the backlog decomposition strategy and ensure consistent implementation across the product backlog • Work with customers to align expectations and control scope • Provide transparency through metrics and automated dashboards • Define and enforce Definition of Done and Definition of Ready across development teams • Maintain a prioritized backlog with at least four sprints of ready work for each development team • Lead PI planning and guide deliverables, dependencies, milestones, timelines, and sequencing • Resolve impediments and clarify requirements with business analysts, product owners, and customers • Conduct retrospectives and Communities of Practice meetings to collect feedback and improve processes • Identify and manage risks, communicate mitigation plans, and follow issues through resolution • Collaborate with architects, testers, product owners, and stakeholders on end-to-end deliverables • Generate contractual deliverables in accordance with scope and timelines • Support end-user interviews and customer journey map development using government-provided templates • Develop business process maps in Microsoft Visio, including two levels of subprocess depth • Create narratives describing activities and business and technical data flows • Facilitate process mapping and analysis sessions with the CMM team and court staff • Analyze standardization opportunities and required variations among court types and local rules • Present process analysis results to the CMM team and court staff • Maintain process flows and narratives in an accessible hierarchical structure • Deliver journey mapping, process mapping and analysis, and customer interview artifacts through Agile Scrum ceremonies and bi-weekly reports

🎯 Requirements

• 10+ years of related experience • Experience leading and guiding multiple teams and business analysts • Experience gathering and assembling requirements with product owners, customers, stakeholders, and end users • Experience developing requirements into user stories and acceptance criteria • Experience assisting product owners or team leads with product scope, vision, and roadmap • Experience providing system analysis and subject matter expertise on issues and bugs • Experience conducting business process, workflow, and business process re-engineering analyses • Experience designing legacy IT solutions for integration and deployment with active legacy applications • Experience developing IT solutions for modernization and new development projects • Experience performing gap analyses, workflow analysis, Analysis of Alternative studies, business process modeling, wireframes, and storyboards • Experience delivering technical briefings and hosting meetings for diverse audiences • Strong technical background working with solution architects and senior development team members • Hands-on experience with progressive elaboration of technical epics and stories • Experience supporting product owners and agile teams • Experience eliciting business needs • Experience maintaining user stories in a backlog • Experience writing and maintaining technical documentation • Experience modeling business processes, system requirements, architecture, and data • Experience assisting with testing by writing acceptance criteria and confirming test-case results • Experience producing current requirements, sizing user stories correctly, and removing roadblocks before sprints start • Minimum education: MA/MS; experience may substitute according to the stated HS, AA/AS, BA/BS, and doctorate equivalencies • Excellent oral and written presentation and communication skills • Ability to work with high-level customer stakeholders and build customer relationships • Experience identifying and applying industry tools, solutions, methods, best practices, and emerging technologies • Strong analytical and problem-solving skills • Ability to formulate and communicate improvement recommendations • Ability to work effectively independently and as part of a team
