• Provide senior-level health systems analysis supporting VHA program design, implementation, and continuous improvement • Analyze VHA clinical, administrative, operational, and business processes to identify gaps and improvement opportunities • Conduct current-state and future-state healthcare process assessments • Design and redesign business processes, workflows, roles, responsibilities, handoffs, and decision points • Develop process maps, workflow diagrams, requirements documentation, standard operating procedures, job aids, and implementation resources • Facilitate process redesign sessions and validate proposed processes with clinical and operational stakeholders • Support development and implementation of the Elevated Risk Care Management operating model • Analyze suicide prevention, behavioral health, care management, referral, outreach, follow-up, escalation, and documentation workflows • Support implementation and validation of redesigned workflows at three VHA pilot sites • Coordinate implementation across national program leadership, VISN stakeholders, medical center leadership, and local clinical teams • Assess operational readiness, implementation barriers, dependencies, risks, and resource requirements • Support training, site onboarding, workflow validation, implementation monitoring, stabilization, and change adoption • Develop process-effectiveness measures, dashboards, performance reports, workflow metrics, and monitoring tools • Analyze pilot results and recommend corrective actions, refinements, scale-up, and sustainment approaches • Assess impacts of VHA policy, organizational, clinical, and operational changes on existing processes • Support coordination among VHA clinical operations, academic affiliates, and healthcare education partners • Prepare technical reports, process maps, briefing materials, decision documents, and executive and operational deliverables • Maintain documentation of assessments, designs, process decisions, risks, recommendations, and lessons learned
• Master’s degree from an accredited institution in healthcare administration, health systems management, public health, business administration, health services, organizational management, or a related field • Minimum of 10 years of relevant professional experience in health systems analysis, healthcare operations, business process analysis, healthcare transformation, or a related discipline • Extensive experience with clinical and business processes within VHA • Experience with VHA medical center operations • Working knowledge of Veterans Integrated Service Networks (VISNs) and their relationship to VHA medical center operations • Preferred: Extensive experience directly supporting the Department of Veterans Affairs (VA) or Veterans Health Administration (VHA) • Preferred: Experience with major VHA programs, including Patient Centered Medical Home, Mental Health, Residential Rehabilitation, PTSD, Prosthetics, Telehealth, Women’s Health, Specialty Care, Veterans Homelessness, or Geriatrics and Extended Care • Preferred: Experience supporting suicide prevention, behavioral health, care management, or high-risk Veteran populations • Preferred: Familiarity with VA suicide prevention processes, including REACH VET, Risk ID, PDE, SPED, post-event outreach, and Veterans Crisis Line-related requests • Preferred: Experience working with BHIP teams, MHTCs, suicide prevention personnel, or other multidisciplinary VHA clinical teams
