• Own the design, governance, and economic performance of Oxford's Associate Vendor model and global delivery footprint • Elevate Associate Vendor operations from a decentralized, recruiter-managed practice to a strategically governed global program • Build Oxford's nearshore/offshore delivery strategy and close the margin gap between Associate Vendor and core Oxford delivery • Correct recruiter incentives that reward Associate Vendor placements identically to full-cycle recruiting • Reduce client, legal, and brand risk from undifferentiated vendor relationships • Lead strategic assessment, segmentation, and ongoing governance of the Associate Vendor network • Establish and maintain a tiered vendor roster supporting Oxford's global delivery objectives • Partner with Sales Compensation and recruiting leadership to review and correct incentive structures • Work with Legal to establish distinct contractual frameworks for each Associate Vendor use case • Design and own enterprise governance for adding, approving, and exiting Associate Vendors • Standardize due diligence, compliance reviews, onboarding protocols, and performance cadence across onshore, nearshore, and offshore relationships • Own executive-level performance monitoring for vendor margin, fill rate, quality, SLA adherence, and rate compression • Deliver regular reporting to senior leadership and ownership • Serve as Oxford's senior authority on immigration-related vendor risk, including H-1B, OPT/STEM OPT, and nearshore/offshore relationships • Partner with Legal and HR on regulatory compliance across operating geographies • Define and execute nearshore and offshore delivery strategy • Evaluate market options and select and manage strategic delivery partners • Build operational infrastructure to scale offshore/nearshore capacity • Own the build-vs.-buy framework for nearshore/offshore delivery expansion • Partner with Sales, Recruiting, Legal, Finance, and executive leadership to align strategy, expansion plans, and vendor economics • Deliver C-suite and ownership-level reporting and strategic recommendations
• 10+ years of experience in vendor management, global delivery operations, staffing/recruiting operations, or professional services • At least 3-5 years in a senior leadership role directly responsible for offshore or nearshore delivery strategy, operations, or vendor programs • Deep expertise in global delivery economics, including bill rate, pay rate, and markup mechanics across W-2, C2C, and 1099 arrangements • Ability to model, compare, and optimize cost of delivery across onshore, nearshore, and offshore channels • Experience quantifying the margin impact of H-1B versus domestic W-2 supply at scale • Hands-on experience building or managing offshore and nearshore delivery operations • Experience with market selection, vendor partnership structuring, operational setup, and performance management • Fluency in H-1B, OPT/STEM OPT, immigration compliance obligations, sponsorship risk, and contractual distinctions between W-2, C2C, and 1099 arrangements • Success building or transforming vendor governance programs at scale • Experience designing tiered segmentation models, SLA frameworks, multi-geography onboarding standards, and delivery center operating models • Ability to influence Sales, Recruiting, Legal, Finance, and C-suite stakeholders • Ability to diagnose and correct recruiter pay models creating misaligned incentives around W-2 versus sub-vendor placements • Executive-level analytical fluency and ability to build, interpret, and present complex performance, margin, and delivery economics dashboards • Exceptional leadership presence and executive communication skills • Ability to manage complex, multi-geography programs across time zones and organizational boundaries • Bachelor's degree in Business, Supply Chain Management, or a related field required, or equivalent professional experience
