• Develop and implement a Global Partnerships Strategy to secure increased, stable, and flexible funding from non-traditional donors in alignment with HALO priorities. • Directly responsible for hitting budgeted income targets for a designated portfolio of donors. • Develop and maintain high-level, long-term relationships with bilateral and multilateral partners, embassies, and key government stakeholders to advance funding goals. • Lead a team in project design negotiations with institutional donors, proposal drafting, and finalisation of partnership agreements, ensuring compliance with both donor and HALO regulations. • Oversee the preparation of high-quality proposals, donor reports, and financial reports that demonstrate the impact of HALO’s work. • Work closely with HALO Regional and Deputy Regional Directors and key Programmes Managers and technical experts to shape funding opportunities and enhance strategic cooperation. • Represent HALO at senior level, including to key donors and at external speaking events and conferences across the Humanitarian Mine Action sector. • Lead and supervise a team of partnership specialists, fostering a collaborative, results-oriented culture.
• 10+ years of experience in institutional fundraising, partnership development, or resource mobilisation, preferably within the humanitarian sector (UN agencies, international NGOs, or Red Cross movement). • Proven track record of securing funds from large institutional donors such as ECHO, BHA/USAID, FCDO, or similar government donors. • Demonstrated ability to lead teams and build high-level relationships with government officials and corporate partners. • Superior interpersonal and communications skills, particularly with high-level individuals in a multinational environment. • Strong analytical skills, database proficiency, target setting and monitoring and proficiency in Excel • Strong diplomatic skills, sensitivity to political issues and interest in international affairs. • Thoroughness and attention to detail and ability to work independently. • Experience working in an international environment with people from different cultural backgrounds and cultural sensitivity. • Energetic, proactive and capable of positively working in a team. • Excellent people management skills, especially leading a diverse team. • Fluency in written and verbal English. • Willingness and ability to travel internationally.
