• Serves as a leadership position within the program analysis functional area, providing day-to-day direction of technical work as required by individual Task Orders. • Provides expert support to the Government on program and land use issues related to the development of both conventional and distributed energy resources, offering guidance in the conservation and development of these resources on Indian lands. • Delivers high-level technical advice and support the Government for tribal distributed energy and mineral development programs. This includes assessing resource potential, reviewing economic evaluations, and supporting marketing and promotion efforts. • Evaluates and advises the Government on tribal programs as they relate to land use issues and the associated impacts of planned projects, ensuring alignment with Tribal goals and best practices. • Reviews and evaluates grant proposals from Tribal organizations, such as those for the Energy and Mineral Development Program (EMDP), assessing project feasibility, budget accuracy, and alignment with program objectives. • Monitors assigned grants throughout their full lifecycle, from award to closeout, ensuring compliance, tracking progress, and providing technical assistance to grantees as a liaison for the funding agency. • Analyzes complex requirements across multiple DEMD departments, including Administrative Services, Financial Management, Petroleum and Mining Engineering, and Distributed Energy Programs, to provide integrated program support.
• Bachelor’s degree in Business, Public Administration, Land Use/Urban & Regional Planning, Natural Resources, or a closely related field; Master’s degree preferred (e.g., MPA, MURP, MNR, MBA). • 6–8 years of progressively responsible experience in program analysis and land-use planning within energy and/or mineral development contexts; experience working with Tribal governments or trust lands strongly preferred. • Demonstrated success evaluating planned projects for land-use compatibility, economic/operational feasibility, and alignment with client goals, translating policy and technical inputs into actionable program plans. • Significant experience with grants: reviewing/appraising grant applications, establishing milestones and performance measures, and monitoring awards through closeout (schedule, budget, deliverables, risk). • Proven ability to integrate cross-functional inputs (e.g., engineering, GIS, environmental/regulatory, finance/records) into clear recommendations and decision briefs. • Track record of delivering executive-level presentations and advising senior stakeholders (Tribal leadership, Federal program managers, industry partners) with strong writing, visualization, and storytelling. • Supervisory/lead experience directing analysts and/or consultants: setting work plans, managing day-to-day technical tasks, and performing QA/QC on deliverables. • Willingness to travel and engage respectfully with Tribal communities, commitment to cultural competency.
