• Provide engineering expertise for designing, developing, implementing, and sustaining IT solutions • Develop, maintain, and modify computer applications, software, and utility programs for system modernization • Analyze information, user needs, software requirements, design feasibility, and system capabilities • Write program documentation and code comments • Collaborate with systems analysts, engineers, programmers, customers, and engineering staff on application design, interfaces, requirements, and maintenance • Develop software testing, validation, programming, and documentation procedures • Modify and maintain software to correct errors, adapt to hardware, upgrade interfaces, and improve performance • Perform integrated quality assurance testing for security functionality and resiliency • Apply cybersecurity functions including encryption, access control, and identity management • Use enterprise-wide version control to design and develop secure applications • Debug software using standard debugging principles • Help application teams standardize systems, development tools, and security patches • Create programs that validate and process command-line arguments, environmental variables, and input streams • Develop error, exception, fault-handling, and logging capabilities • Write code using supported programming languages, object-oriented design, networking concepts, protocols, and network security methodologies • Develop documentation using Agile best practices and organizational policies • Support tool standardization, CI/CD pipelines, and architecture views using Navy security standards • Automate builds, testing, and deployments while enforcing security and quality standards • Establish artifact management practices for libraries, dependencies, and builds • Support production outages and release packages • Create and update work items in designated tools • Participate in internal review and change boards • Conduct quality audits of NAVSUP products, research errors, and provide corrective actions
• Experience with Java 8 or higher, JavaScript, JQuery, XML, XML Schema, SQL, Oracle databases, .NET, and C# • Required IAM Level I certification (CompTIA Security+) • Bachelor’s degree with a technical major, such as engineering or computer science • Bachelor’s degree may be substituted with 2 years of college and 3–5 years of related work experience • Minimum 2 years of college/technical knowledge and 5 years of work experience in modern software development • Minimum 2 years of college/technical knowledge and 5 years of work experience with Azure DevOps, Microsoft O365 and Teams, Excel, Visio, and Outlook • Minimum 3 years of experience with agile concepts and principles and participating in agile teams • Minimum 5 years of knowledge and experience in one or more listed technology areas, including C#/.NET, PowerShell, web technologies, service-based architectures, SOAP, EDI/XML, WebLogic, secure FTP, web application development, Oracle, Kubernetes, and OCI Containers • Minimum 3 years of experience with DevOps tools and practices, including CI/CD pipelines, containerization, and cloud platforms • Strong knowledge of security tools and techniques • Ability to write automation scripts using Bash or PowerShell • Minimum 3 years of knowledge and experience with cloud-native architectures and Infrastructure as Code • At least 1 year of experience with a PaaS environment such as Appian or Salesforce • Strong analytical skills to assess security risks and vulnerabilities • Excellent communication and ability to collaborate with development, security, and operations teams • Ability to work effectively in a collaborative environment • Strong understanding of security principles and best practices • Experience with government and DoD environments is desired • Ability to perform repetitive motions with hands, wrists, and fingers • Ability to engage in and follow audible communications in emergency situations • Ability to sit for prolonged periods at a desk and work on a computer
