Beschreibung

• Serve as the overall Independent Engineering technical authority and DOE/LPO-facing lead • Direct the independent engineering advisory approach and coordinate technical workstreams • Ensure COR priorities are addressed • Provide technical due diligence, credit evaluation, lifecycle monitoring, and assurance support for the DOE Energy Dominance Financing Program • Review project documentation and evaluate technical and commercial interfaces • Identify risks and mitigations and validate assumptions • Support conditions precedent and disbursement readiness reviews where applicable • Prepare IE governance materials, executive reviews, quality-control outputs, staffing strategies, independent opinions, and other defensible work products • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders • Support lender and DOE decision-making • Participate in data room reviews, borrower and contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, and issue-closure tracking • Prepare Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders • Support technical due diligence, construction monitoring, EPC oversight, completion certification, operations monitoring, and long-term debt-service viability assessment

🎯 Anforderungen

• 15+ years of progressive energy infrastructure, engineering advisory, project finance, program management, or independent engineering experience • 5+ years leading multidisciplinary teams, client delivery, and senior stakeholder engagement for federal, lender, or owner-side programs • Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical field • Relevant energy industry experience in oil and gas, power, or utilities • Experience with independent engineering review and technical due diligence • Experience with risk assessment, executive oversight, multidisciplinary integration, and DOE stakeholder engagement • Experience with data room review, information request tracking, report writing, and Excel-based analysis • Ability to present findings for credit, construction, monitoring, and certification decisions • Technical judgment, independence and objectivity, analytical rigor, attention to detail, defensible documentation, issue escalation, and schedule discipline • Microsoft Office proficiency; advanced Excel, Access, Outlook, PowerPoint, and Word skills • Proficiency with Adobe Acrobat, data analytics tools, and Visio • Ability to obtain or hold a STD Background Check designation • PE, PMP, CSP, API, NACE/AMPP, PMI, or discipline-specific credentials preferred where applicable
