Description

• Shape strategic and tactical direction for systems and teams across contracts and programs • Provide technical thought leadership and expert consultation • Act as a team lead, fractional contributor across contracts, or focused individual contributor • Engage with managers, practice directors, and leadership on discipline growth, staffing, and organizational strategy • Investigate systemic challenges with State Medicaid Enterprise System modernization • Interview states and vendors about implementation challenges • Recommend systems improvements and other interventions to clients • Advise on Medicaid policy analysis tools • Identify, build, and sustain process automation opportunities • Shape technical strategy and translate business and policy goals into development direction • Drive architectural decisions and support teams, partners, and clients through decision-making and execution • Participate in hands-on development, infrastructure, and/or data engineering, including code reviews, technical design, and coding • Own components or services through development, deployment, monitoring, and production support • Deploy and manage cloud systems using CI/CD and infrastructure as code • Work with APIs, databases, and data pipelines for system integration and data flow • Drive testing, code quality, AI usage, and DevOps practices • Lead stakeholder conversations and communicate technical work in terms of business and mission value • Orchestrate technical staffing and team composition • Identify skill, information, and staffing gaps and recommend solutions • Mentor across levels and disciplines and support remote practice culture • Proactively recognize project risks and conflicts and escalate when appropriate • Address government requirements and policy, including accessibility, PRA, FOIA, acquisition regulations, and security compliance • Represent A1M and project teams to clients • Identify contract growth opportunities and contribute to proposals, white papers, conferences, blogs, or social media

🎯 Exigences

• 12+ years of relevant professional experience • Ability to write high-quality, working, and reusable application code • Advanced proficiency in modern software development languages and systems • Expertise in building secure, compliant software and minimizing vulnerability risk • Expertise in one or more adjacent specializations such as data engineering, Dev Ops, or accessibility • Ability to operate with high autonomy in ambiguous environments and shape strategic direction beyond a single project • Proven ability to communicate technical results clearly and effectively to diverse stakeholders • Experience working with or integrating legacy systems • Experience working on large-scale applications and systems • Experience working in government consulting engagements • Experience integrating AI with engineering work thoughtfully and ethically • Track record of mentoring across levels and disciplines and contributing to organizational or discipline-level growth • Confidence assessing technical candidates and advising on key hiring decisions • Vision for creating technical delivery standards across engineering, data, and technical product delivery • Ability to assess technical delivery quality and recognize poor-delivery signals • Experience contributing to business development, such as proposals or white papers • Must work from the United States, including the 50 states, District of Columbia, and US territories • Must have been a resident of the United States for 3 of the past 5 years • Cannot reside in New York state • Must already have legal authorization to work in the US and not require ongoing visa sponsorship • Must be a permanent US resident • Must complete a Public Trust background investigation, including the SF85 or SF85P questionnaire and fingerprinting • Must be flexible with working hours if residing outside Eastern Standard Time • Active participation in client virtual meetings, including being on camera, is essential • Preferred: experience with social impact-focused product teams or civic tech • Preferred: experience with distributed, cross-functional teams • Preferred: personal experience with government health and human services programs • Preferred: working knowledge of Medicaid or CHIP, Medicaid Enterprise System, Medicare, ACA, or MACRA • Preferred: familiarity with SAFe and agile methodologies • Preferred: resource management experience • Preferred: ability to manage data resources alongside technical roles and product managers
