📋 Description

• Lead portfolio planning, transition, and delivery across assigned applications and services • Provide leadership and operational oversight to technical teams • Manage portfolio schedules, backlogs, risks, and dependencies aligned with BEMSD priorities • Coordinate delivery with BEMSD stakeholders, vendor partners, and development teams • Manage customer expectations and resolve operational challenges • Drive service improvements through analysis of business processes, workflows, and technology solutions • Oversee projects, enhancements, incidents, and change requests • Evaluate technologies and operational approaches to improve performance, resiliency, and efficiency • Brief BEMSD and GDIT leadership on portfolio performance, risks, priorities, and recommendations

🎯 Requirements

• Bachelor's degree in a technical, business, or management discipline • 15+ years of experience managing large-scale federal IT programs or application portfolios • Experience leading multiple software development or operations teams • Experience with Agile, DevSecOps, and modern IT service delivery • Strong communication, stakeholder engagement, and leadership skills • PMP certification • U.S. citizenship • Ability to obtain a CBP Background Investigation • Master's degree in a technical or management discipline preferred • Prior DHS, preferably CBP, program experience preferred • ITIL certification preferred • Experience managing application modernization or transition activities preferred • Experience with ServiceNow or similar IT service management platforms preferred • Less than 10% travel required
