📋 Description

• Cultivate strategic relationships with leaders in federal agencies, congressional offices, and national networks to position CarePortal as a proven, scalable solution • Build strong partnerships with state child welfare agencies aligned with CarePortal’s model for prevention, caseworker support, and family stability • Lead a targeted expansion strategy focused on both receptive states and federal alignment opportunities • Ensure all strategies reflect CarePortal’s principles of faith and bipartisan collaboration • Identify, secure, and sustain government funding, including but not limited to: Title IV-E administrative reimbursement, Title IV-B TANF and FFPSA-aligned prevention funds, general revenue allocations, county/municipal budgets, federal discretionary grants • Oversee all funding pipeline development and report on total government funding secured as the role’s primary performance measure • Manage a small team (internal or contracted) focused on: Cost Allocation Plans and reimbursement pathways, grant applications, administration, and reporting, public funding compliance and audit readiness • Partner closely with CarePortal’s Field Team

🎯 Requirements

• 7–10+ years of experience in public child welfare, federal/state policy, or nonprofit/government affairs • Bachelor’s degree in Public Policy, Political Science, Public Administration, Business, Social Work, or a related field required; Master’s degree in Public Policy, Public Administration, Political Science, Social Work, or a related field preferred • Working knowledge of diverse public funding streams (e.g., Title IV-E, Title IV-B, TANF, FFPSA, federal discretionary grants) • Demonstrated success securing or influencing public funding for mission-aligned initiatives • Proven experience managing teams or consultants focused on policy, grants, or compliance • Comfortable navigating both federal policy structures and local implementation ecosystems • Strong communicator with alignment to CarePortal’s Christ-centered mission and voice.
