• Act as the senior HR partner to international programme leadership on workforce, employee relations, leadership and organisational capability matters • Support programme leaders with employment and contracting arrangements suited to programme duration, funding terms and operational needs • Provide senior HR advice in complex, resource-constrained environments • Oversee workforce planning and contracting approaches across varied operating contexts • Advise on complex people, safeguarding and duty of care matters, supporting timely and proportionate resolution • Maintain oversight of significant people and safeguarding matters and ensure appropriate escalation • Communicate significant people and safeguarding considerations to Executive and Board stakeholders • Interpret and apply global HR policies across diverse local and legal contexts • Support legal, safeguarding and people-management obligations across multiple jurisdictions • Support HR assurance reviews covering workforce practices, employee relations, safeguarding, duty of care and people management • Assess workforce risks, control effectiveness, compliance, emerging risks and improvement opportunities • Support corrective actions following assurance reviews • Build people-management capability through coaching, mentoring, training, performance, development and succession support • Manage and develop the Regional HR network • Ensure HALO values and standards are reflected in people decisions and leadership behaviour • Act as the primary interface between programme teams and HR Operations • Work with the Head of HR Operations on common standards, escalation routes and case handling • Uphold HALO’s values, mission, policies, code of conduct and safeguarding standards • Travel occasionally to programmes globally
• Significant leadership experience, including in international, multi-jurisdictional or complex operating environments • Demonstrable experience of managing remote teams effectively across multiple countries or regions • Experience providing senior level advice to non-HR leadership and operating with autonomy in ambiguous or fast-moving situations • Ability to calibrate HR responses appropriately, distinguishing between complex, high-risk cases and matters that can be resolved pragmatically and proportionately • Deep expertise in employee relations, safeguarding and managing complex people issues in international environments • Strong understanding of UK employment law and law across multiple jurisdictions • Advanced professional judgement in ambiguous, high-risk environments • Ability to translate complex risk into clear, decision focused advice • Strong understanding of embedding a safeguarding assurance framework • High credibility and gravitas with senior operational leaders • Influential without authority; confident challenger • Calm, measured and values-led under pressure • Strong ethical judgement and organisational awareness • Ability to develop and lead HR teams across multiple jurisdictions • Experience working within a not-for-profit / global matrix organisation (desirable) • International employment law knowledge (desirable) • Submit a CV of no more than 2 pages and a tailored cover letter of no more than 1 page
