📋 Description

• Build and own the statewide ECC-Rater network by contracting qualified rater firms across major California metros • Set commercial terms, SLAs, capacity commitments, and offboarding criteria • Manage PermitFlow’s relationships with California ECC Provider registries, including CHEERS and Golden State Registry • Build and run the QA program covering credential verification, E&O insurance review, pass-rate tracking, SLA auditing, and performance scorecards • Hold or hire 1–2 certified ECC-Raters for technical and QA standards • Join enterprise sales calls as the technical voice on HERS/ECC capability and execution at volume • Monitor California’s HERS-to-ECC transition, Title 20 rulemaking, and operational implications • Evaluate strategic options, including potential acquisition targets

🎯 Requirements

• Experience running a HERS/ECC operation, including permit, HERS/ECC, and rebate workflows • Experience owning network, workflow, and operational results rather than working solely as a field technician • Understanding of pass rates, SLA performance, and rater economics • Established relationships in the California rater market, including Sacramento, the Bay Area, Los Angeles, and San Diego • Experience building or managing multi-vendor, multi-metro inspector or rater networks • Ability to vet, contract, and off-board partners • Experience creating operational playbooks, QA standards, and vendor contracts • Technical credibility discussing HERS/ECC testing workflows, rater capacity, and compliant inspections with enterprise HVAC customers
