📋 Description

• Establish goals and plans that meet project objectives. • Has domain and expert technical knowledge. • Responsible for budget and investment management, including portfolio management and capital planning. • Handle change management, program management, budget formulation, budget execution, financial management, and performance management tasks.

🎯 Requirements

• Currently holds or is able to obtain a Secret security clearance. • 10+ years’ experience in IT architecture, Federal budgeting and investment management • Minimum three (3) years ServiceNow certification, including budget and business analysis, and investment management. • A Project Management Professional (PMP) and/or PMI Professional in Business Analysis (PMI-BPA) credential is highly desirable. • Experience understanding business requirements and translating them into technical solutions. • Experience designing the structure, components, and interfaces of a system. • Experience ensuring the solution meets functional and non-functional requirements (e.g., performance, security, scalability). • Experience working with various stakeholders (business, development, operations). • Experience in directing and controlling activities for an organization, having overall responsibility for financial management, methods, and staffing. • Experience in transforming stakeholder needs and visions into viable solutions. • Experience in producing measurable results cultivated by industry evolution, academic improvements, and government modernization efforts. • Experience utilizing innovation design concepts, rapid design models, iterative design thinking, Lean Agile and SAFe Extreme Prototyping methods. • Experience with negotiations and interfacing with senior management. • Experience applying principles defined by the Project Management Body of Knowledge. • Experience in Organizational Development analysis to support As-is and To-be models. • Experience in achieving data quality assurance and data integration. • Experience in IT Portfolio Management methodologies and processes, strategic planning, and trend analysis. • Experience with the Capital Planning and Investment Control (CPIC) process. • Experience assessing and interpreting budget and reporting directives. • Experience conducting business and technical analysis by facilitating working group sessions. • Experienced in Federal budget life cycle and investment portfolio management practices. • Demonstrated experience in automating workflows, data management, and reporting using ESM tools like ServiceNow.
