📋 Description

• Evaluate federally funded workforce programs to measure effectiveness and participant outcomes. • Design and execute process, outcome, and impact evaluations. • Develop logic models, theories of change, and performance measures. • Analyze administrative, participant, employer, and labor-market data. • Conduct stakeholder interviews with various program stakeholders. • Prepare technical reports and grant-related deliverables.

🎯 Requirements

• Seven or more years of experience in program evaluation, workforce development, public policy research, or applied social-science research. • Direct experience evaluating workforce-development, employment, training, education, or economic-mobility programs. • Experience with federally funded programs or grants. • Demonstrated ability to create logic models, theories of change, evaluation frameworks, and performance measures. • Knowledge of WIOA programs and workforce-development performance requirements. • Experience analyzing quantitative and qualitative data. • Strong research-design, report-writing, stakeholder-engagement, and presentation skills. • Ability to communicate technical findings to nontechnical government and community audiences.
