• Support CareOregon’s evaluation portfolio and report to the Evaluation Manager • Contribute to program monitoring and recommend improvements to programs and interventions • Consult on equitable evaluation methods and collaborate with internal departments and lines of business • Interpret and synthesize program data to inform program development • Contribute to data-informed decision-making initiatives • Plan, design, and implement program evaluation projects • Independently develop logic models and program workflows • Conduct literature reviews and background research • Develop evaluation reports, materials, and presentations • Select and apply quantitative and qualitative evaluation tools and methods • Conduct intermediate analyses of health-related and program data • Design and develop data collection and program evaluation tools • Develop and deliver training on evaluation processes and provide technical assistance • Support CareOregon’s strategic priorities and cost and utilization strategy • Adhere to organizational policies, compliance requirements, mission, values, and equity commitments
• Minimum 4 years’ experience in evaluation science, analytics, research, policy, population health, or a related technical field, including at least 2 years’ data analytics experience; OR • Bachelor’s degree in social science, science, math, or a health-related field with minimum 3 years’ relevant experience, including at least 1 year of data analytics experience; OR • Master’s degree in data analytics, public health, health administration, program evaluation and measurement, applied research, or a health-related field with minimum 2 years’ relevant experience, including at least 1 year of data analytics experience • Knowledge of quantitative and qualitative data analysis methods and tools • Understanding of evaluation theory, methods, and design, including mixed-method and participatory approaches • Knowledge of managed care concepts and principles • Knowledge of quality improvement concepts, principles, and practices • Ability to apply social science research methods and analysis techniques • Working knowledge of health equity, inclusion, and diversity frameworks • Proficiency in Microsoft Word, Excel, PowerPoint, Access, OneNote, and Outlook • Experience with survey software such as SurveyMonkey or Qualtrics • Experience with qualitative analysis software such as NVivo or Atlas TI • Experience with quantitative analysis software such as Tableau, SQL, or R • Experience incorporating community voices into evaluation processes • Experience with applied research, data collection, data analysis, and/or reporting • Ability to work effectively with diverse individuals and groups • Ability to see, read, and perform repetitive finger and wrist movement for at least 6 hours per day • Ability to hear and speak clearly for at least 3–6 hours per day • Tableau or SQL experience preferred
