📋 Description

• Lead portfolio planning, transition, and delivery across assigned applications and services • Provide leadership and oversight to technical teams, ensuring quality delivery and continuous improvement • Manage portfolio schedules, backlogs, risks, and dependencies in alignment with BEMSD priorities • Partner with BEMSD stakeholders, vendor partners, and development teams to coordinate delivery, manage customer expectations, and resolve operational challenges • Drive service improvements through analysis of business processes, workflows, and technology solutions • Oversee delivery of projects, enhancements, incidents, and change requests to maintain reliable, high-quality services • Evaluate technologies and operational approaches to improve performance, resiliency, and efficiency • Brief BEMSD and GDIT leadership on portfolio performance, risks, priorities, and recommendations.

🎯 Requirements

• Bachelor's degree in a technical, business, or management discipline • 15+ years managing large-scale federal IT programs or application portfolios • Experience leading multiple software development or operations teams • Experience with Agile, DevSecOps, and modern IT service delivery • Strong communication, stakeholder engagement, and leadership skills • PMP certification • U.S. citizenship and ability to obtain a CBP Background Investigation • Preferred: Master's degree in a technical or management discipline • Prior DHS—preferably CBP—program experience • ITIL certification • Experience managing application modernization or transition activities • Experience with ServiceNow or similar IT service management (ITSM) platforms.
