Beschreibung

• Provide senior technical leadership and strategic advisory support on Monitoring, Evaluation, Accountability and Learning across HALO programmes • Provide technical advisory support and quality assurance on MEAL methods, processes, tools and programme-specific guidelines • Lead the design and development of data collection and analysis tools • Guide programmes in using data to improve efficiency and effectiveness • Help programmes develop accountability systems for communities served • Identify, analyse and share programme lessons learned • Ensure teams follow global beneficiary definitions and standard output measurements • Provide remote and on-site technical support to programmes • Conduct scheduled M&E visits for process development, implementation, staff training and identifying delivery challenges and efficiency opportunities • Represent HALO as a MEAL technical expert in external forums, donor discussions and sector working groups • Analyse and present data on HALO’s outcomes and impact • Lead continuous improvement of HALO’s global MEAL capacity-building approach • Coordinate and implement training for national staff M&E focal points • Strengthen disability and inclusion across programmes, including disability data collection, referrals and analysis • Support gender-responsive analysis and integrate gender considerations into MEAL frameworks, indicators, tools, evaluations and learning • Train Programme Officers and Field Officers and suggest training modules • Develop and update online MEAL courses in Litmos • Support external evaluations from tender stage through final report review and lessons dissemination • Conduct MEAL reviews of proposals and reports • Uphold HALO values, policies, code of conduct and safeguarding standards

🎯 Anforderungen

• Demonstrable experience in development of MEAL processes and guidance for programmes • Extensive experience with design and implementation of quantitative data collection tools in S123 • Design and implementation of qualitative data collection tools such as focus group discussions and key informant interviews • Experience with quantitative and qualitative data analysis • Development and delivery of online and face-to-face training • Development of logframes, results frameworks, theories of change to comply with donor reporting requirements • Experience working across multiple countries or regions with diverse donor requirements • Writing project baseline documentation • Design and implementation of accountability mechanisms • Implementation of learning and feedback loops • Strong presentation and communication skills • Ability to quickly build positive relationships with diverse groups • Ability to work autonomously and to short deadline • Ability to sustain extensive travel to remote and high security locations • Approximately 50% of time spent traveling • Desirable: Experience working with external evaluators and/or donors evaluating project impact • Desirable: Field experience in the humanitarian sector • Desirable: Data visualisation in Power BI • Desirable: Experience in cross-cutting issues such as Gender, Conflict sensitivity or Environment • Desirable: Strong understanding of HMA operations • CV no more than 2 pages and cover letter no more than 1 page • Cover letter tailored to this position required
