Beschreibung

• Lead the design, implementation, and regular updating of the Project M&E plan, including milestones and indicators • Conduct or oversee periodic stocktaking exercises, pause-and-reflect sessions, learning products, workshops, discussions, assessments, evaluations, and other learning interventions • Oversee collection, disaggregation, quality assessment, analysis, and reporting of milestones and indicator data • Support data-informed programming decisions, continuous implementation, learning, and adaptation • Oversee country-specific M&E activities and ensure activity targets are met or exceeded • Supervise and collaborate with country M&E Leads across activities and stakeholders • Oversee operational research, studies, evaluations, and assessments • Conduct annual performance-data reviews, milestone verification, indicator quality checks, and internal validation activities • Ensure knowledge management and learning activities support adaptive project management • Coordinate responses to single audits, project-specific audits, and required attestation engagements • Support continuous analysis and research to identify challenges affecting target groups and stakeholders • Report to the Project Director and work closely with country teams • Support implementation across Malaysia, Bangladesh, and additional countries added during the three-year project

🎯 Anforderungen

• Bachelor’s or Master's degree in economics, statistics, demographics, public policy, labor law, international development, or other related fields • Advanced certificate in M&E or relevant coursework is preferred • Minimum of eight (8) years of professional experience in a senior M&E position responsible for implementing monitoring, evaluation, and learning activities for international projects • Minimum of five (5) years of professional experience working on trade- or labor-related projects, especially those focused on forced labor or human trafficking • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages • Experience facilitating and leading strategic planning and performance measurement, including indicator design, target setting, reporting, and developing M&E and performance monitoring plans • Demonstrated ability to facilitate and coordinate learning and adaptation processes, create and use tools to elicit and leverage learning, and lead cross-team learning or sensemaking workshops • Experience designing and managing surveys, including developing and refining data collection tools, analyzing data, and conducting data quality assessments and oversight • Experience designing and managing program participant database systems, including online and offline versions • Strong analytical and writing skills, including the ability to produce technical reports and briefings • Emotional intelligence and cultural awareness • Oral and written fluency in English required • Ability to travel internationally as needed • Experience working in or supporting projects in Malaysia and/or Bangladesh is preferred • Experience leading multi-country MEL platforms is preferred • Oral and written proficiency in Malay or Bengali is an advantage, but not required
