• Lead end-to-end technical solution development for qualified federal pursuits from opportunity shaping through proposal, award, and delivery transition • Translate agency missions, acquisition requirements, statements of objectives, performance work statements, and evaluation criteria into integrated architectures and delivery models • Develop target-state architectures, concepts of operation, service models, integration patterns, security boundaries, data flows, and technical roadmaps • Design secure cloud, hybrid, and edge solutions using AWS, Azure, Red Hat, OpenShift, Kubernetes, automation, and commercial or government technologies • Incorporate application modernization, microservices, APIs, DevSecOps, platform engineering, data architecture, analytics, and AI/ML into mission-focused solutions • Ensure designs address availability, resiliency, performance, scalability, accessibility, interoperability, observability, data protection, continuity of operations, and supportability • Apply federal cybersecurity and compliance concepts including Zero Trust, NIST controls, RMF, FedRAMP, privacy requirements, and agency policies • Partner with Business Development and Capture leadership on technical fit, customer pain points, competitive positioning, discriminators, maturity, and delivery risk • Participate in customer discovery, technical exchanges, industry days, capability briefings, whiteboarding, and partner meetings • Develop technical win themes, proof points, solution hypotheses, and capability-gap mitigation plans • Maintain technical continuity across long capture cycles and document customer insights, assumptions, and solution decisions • Lead technical approach, management-technical integration, transition concepts, architecture graphics, solution narratives, and technical artifacts for proposals • Decompose requirements into compliant response outlines, solution components, technical tasks, staffing assumptions, and measurable outcomes • Develop or validate estimates, labor mappings, level-of-effort assumptions, bills of material, cloud-consumption estimates, and licensing needs • Serve as principal technical reviewer during Blue, Pink, Red, Green, and Gold Team reviews • Prepare technical presenters and executives for oral proposals, demonstrations, Q&A sessions, and customer briefings • Conduct architecture trade studies, technology evaluations, build-versus-buy analyses, feasibility assessments, prototypes, demonstrations, and proofs of concept • Identify and mitigate risks involving integration, data migration, security authorization, performance, staffing, schedule, licensing, cloud cost, transition, and operational continuity • Engage agency executives, mission owners, chief architects, security leaders, program managers, contracting stakeholders, technical evaluators, cloud providers, OEMs, systems integrators, and partners • Lead technical due diligence on prospective teammates and validate partner capabilities, certifications, products, and personnel • Represent Trilogy at technical panels, conferences, partner events, and market-development activities • Build reusable solution patterns, reference architectures, proposal content, compliance mappings, diagrams, estimation models, and technical proof points • Maintain awareness of federal technology priorities, modernization roadmaps, acquisition patterns, competitors, and commercial innovation • Mentor proposal contributors, technical SMEs, and emerging architects • Lead technical handoff from Capture to Delivery, including architecture decisions, commitments, assumptions, risks, staffing models, partner roles, and customer expectations • Support startup planning, key-personnel onboarding, environment readiness, initial backlog development, and technical governance • Remain engaged during early delivery to resolve interpretation issues and protect proposal intent • Capture post-award lessons and update reusable assets
• 10+ years of progressive experience in federal information technology, systems engineering, architecture, technical consulting, or solution development • At least 5 years designing enterprise, cloud, application-modernization, data, cybersecurity, or mission-system solutions for federal customers • 3+ years supporting federal capture, proposal development, or technical solutioning • Client-facing, capture, solutioning, or delivery experience within one or more priority federal markets, including HHS, DHS, or DOJ • Experience across multiple federal mission environments • Experience supporting pre-solicitation shaping, RFIs, proposals, oral presentations, demonstrations, and structured color-team reviews • Ability to translate mission and acquisition requirements into architectures, implementation approaches, staffing assumptions, schedules, and technical cost drivers • Strong working knowledge of cloud-native architectures, DevSecOps, APIs, microservices, containers, orchestration, infrastructure automation, data platforms, cybersecurity, and enterprise integration • Experience applying federal security, privacy, accessibility, and compliance requirements • Ability to create and present architecture diagrams, concepts of operation, technical roadmaps, trade studies, solution narratives, and executive-level briefings • Experience with federal contract vehicles, task-order pursuits, IDIQs, BPAs, GSA MAS, small-business set-asides, and best-value evaluation environments • Strong facilitation, technical writing, executive communication, and stakeholder-management skills • Bachelor's degree in computer science, engineering, information systems, cybersecurity, data science, or related technical field; equivalent directly relevant experience may be considered • Ability to obtain and maintain a U.S. Government security clearance • Willingness to travel for customer, partner, and proposal activities • Active Secret, Top Secret, or agency suitability credential preferred • Professional-level architecture or cloud certification preferred • CISSP, CCSP, Security+, or other relevant cybersecurity certification preferred • Experience with Red Hat Enterprise Linux, OpenShift, Ansible, Kubernetes, AWS GovCloud, Azure Government, or other federal cloud platforms preferred • Experience developing solutions for high-availability, 24x7, law-enforcement, public-health, homeland-security, energy, or defense mission systems preferred • Experience in an SBA 8(a), small-business, or growth-stage federal contractor preferred • SAFe, Agile, DevSecOps, ITIL, or project/program management credentials and practical delivery experience valued
