• Provide strategic leadership, oversight, and technical guidance for sudden-onset disaster work led by World Relief in a multi-country humanitarian consortium project • Lead the design, implementation, monitoring, and accountability of a rapid response mechanism for sudden-onset humanitarian needs in fragile contexts • Coordinate context monitoring, needs assessments, response recommendations, concept development, and internal decision-making for rapid response activations • Mobilize crisis response funding opportunities and coordinate emergency submissions, response strategies, partner selection reviews, and internal inputs • Draft and contribute to concept notes, donor narratives, response strategies, assessment summaries, logframes, budget narratives, and emergency response materials • Coordinate collection, review, consolidation, and submission of project reports from country offices and implementing partners • Develop and maintain a project management framework for varied project implementers • Represent World Relief with consortium co-leads and the project Prime in planning, decision-making, reporting, learning, and problem-solving • Build partnerships with program partners, in-country stakeholders, government authorities, and implementing organizations • Oversee project sub-awardees and consulting relationships, including consultant recruitment, vetting, and contracting • Provide briefings and recommendations to World Relief International Programs leadership • Serve as a technical and program design resource for World Relief’s disaster response portfolio • Review emergency response designs and advise country, regional, and home office teams on response quality, assessments, monitoring, and adaptive management • Support organizational planning for public health emergencies, natural disasters, conflict-related displacement, and other acute crises • Directly supervise and coach an assigned Program Officer, including work planning and performance management • Lead staff in a manner consistent with World Relief’s Christian values, including praying with staff and leading devotionals
• Mature and personal Christian faith • Commitment to World Relief’s mission, vision, and values • Ability to affirm and/or acknowledge World Relief’s Core Beliefs, Statement of Faith, Christian Identity, and National Association of Evangelicals’ For the Health of The Nation document • Master’s degree in management, humanitarian assistance, international development, or an advanced related field • At least 7 years’ experience in international humanitarian or development assistance implementation and/or leadership, including substantial complex emergency or rapid response experience • Excellent English oral and written communication skills • Extensive experience managing U.S. Government-funded projects and ensuring compliance with USG regulations and donor requirements • Ability to establish strong cross-cultural relationships • Familiarity with humanitarian quality and accountability standards such as CHS and Sphere, and ability to apply them to response design and monitoring • Demonstrated monitoring and evaluation experience, including indicators, logframes, assessment approaches, and qualitative and quantitative data use • Ability to manage competing priorities and work effectively under pressure • Solid analytical and problem-solving skills • Ability and willingness to travel extensively to fragile contexts with increased hardship or security risks • Preferred: project management, grant compliance, and donor reporting expertise • Preferred: experience managing remote and multi-location programs • Preferred: consortium-led project experience • Preferred: sudden-onset disaster, epidemic, outbreak, conflict-displacement, public-health-emergency, or rapid-response-financing experience • Preferred: emergency response concept notes, donor submissions, program design documents, DADDs, technical guidance, or decision-document experience • Preferred: partner capacity, subaward readiness, or emergency implementation quality experience • Preferred: partner mapping, partner selection, and locally led or partner-driven humanitarian response design experience • Additional language skills, especially French or Arabic, preferred • Previous supervisory experience preferred
