Description

• Provide leadership, oversight, and operational management for a Continuum of Care's Coordinated Entry System • Ensure CES compliance with HUD requirements, CoC policies, and community standards • Lead CES implementation, translating policy into practice and ensuring consistent execution across participating providers • Supervise direct reports and CES-participating agency personnel • Serve as the primary operational liaison between the CoC and participating housing providers • Implement CES assessment tools, prioritization policies, referral processes, workflows, eligibility requirements, and matching protocols • Build relationships with stakeholders, community partners, and service providers • Maintain knowledge of community-based housing resources and implement accurate, timely referrals • Lead continuous quality improvement initiatives focused on effectiveness, efficiency, and equity • Facilitate provider meetings, case conferencing sessions, operational workgroups, and implementation committees • Resolve partner concerns related to referrals, prioritization, eligibility, workflows, and housing placement • Develop communication strategies to strengthen provider participation and CES performance • Oversee CES data quality monitoring and HMIS data entry • Analyze operational performance data, report to the CoC, and develop improvement plans • Monitor system performance indicators and identify policy changes and process improvements

🎯 Exigences

• Bachelor's degree in Human Services, Public Policy and Administration, Business, Social Work, or related fields; equivalent experience may be considered • Master's degree preferred • Minimum 5 years of experience in homeless services, coordinated entry, supportive housing, housing navigation, or homelessness system operations • Proven ability to manage teams, support professional development and growth, and ensure adequate supervision • Understanding of the Continuum of Care program and HUD Coordinated Entry Requirements • Experience managing multi-agency initiatives and stakeholder partnerships • Experience with HMIS or similar data systems and data-driven program management • Strong project management, facilitation, problem-solving, and organizational skills • Understanding of McKinney-Vento Act, CoC and ESG programs, and other federal housing and services programs • Ability to prioritize and manage multiple activities in a fast-paced, changing environment while meeting stringent deadlines • Experience interpreting data and analytical reports, identifying policy implications, and delivering recommendations to executive leadership • Experience managing compliance monitoring and performance improvement initiatives • Experience developing Coordinated Entry policies, procedures, and quality assurance frameworks
