📋 Description

• Lead the discovery, options appraisal and business case phase of a major transformation programme across Kent Police and Essex Police • Help shape the future management of people, finances, procurement, payroll, contracts and corporate services • Establish the programme’s vision, scope, costs, risks and anticipated benefits • Work with senior leaders, business stakeholders and an external delivery partner • Bring together business, operational, commercial and technical perspectives • Support informed decision-making at Chief Officer level • Contribute to investment decisions affecting more than 13,500 officers, staff, volunteers and partners • Travel across Kent and Essex to meet stakeholders • Meet with delivery partners or suppliers for the business case build • Potentially attend reference site visits during research and procurement stages

🎯 Requirements

• Experience of leading organisational change, transformation activity or complex programmes, with the ability to step into a senior programme leadership role • Experience of developing options, recommendations or business cases to support organisational investment and decision-making • Experience of working with senior stakeholders and governance bodies, providing clear advice, assurance and constructive challenge • Strong understanding of complex dependencies, risks and cross-organisational impacts • Ability to bring together business, operational and technical perspectives and translate complex information into clear, meaningful recommendations • Line manager endorsement • All posts require vetting and security clearance • If not from the UK, must be a UK resident and have lived in the UK continuously for the last three years, with indefinite leave to remain and no restrictions • If from the UK, must have lived in the UK continuously for the last three years, except those serving abroad in the British Armed Forces • Desirable: experience of ERP, core business systems, or large corporate platforms within complex organisations • Desirable: experience supporting or leading large-scale procurement activity and managing delivery partners or suppliers • Desirable: experience in public sector or policing environments • Desirable: familiarity with structured business case approaches, such as the Five Case Model
