• Build and maintain products and native cloud services focused on application development lifecycle automation across AWS, Azure, GCP, and OCI • Apply best practices and best-of-breed services across multiple cloud service providers for cohesive integration within the customer’s hybrid cloud enterprise • Work with cloud, security, testing, and application teams to build orchestration pipelines • Build, support, and maintain CI/CD pipelines conducting multiple deployments per day • Contribute to continuous improvement by establishing and participating in feedback loops • Meet regularly with application teams to provide support and identify optimization opportunities • Serve as the main point of contact for technical needs and become the subject matter expert for managed applications • Become a subject matter expert on CMS Hybrid Cloud and CMS Enterprise Shared Service offerings • Develop relationships and partnerships with other CMS Hybrid Cloud Product Teams • Continuously refresh infrastructure components including EC2 instances, CloudFormation stacks, Kubernetes clusters, and containers • Promote quality control practices for managed services and maintain robust documentation • Independently resolve highly complex problems using technical knowledge, conceptualization, reasoning, and interpretation • Advise on and develop innovative solutions across multiple cloud environments • Lead the work of other technical staff and interact with technical resources across vendors • Represent the program in meetings with Application Development Organizations and identify support, modernization, and innovation opportunities
• Experience in multiple cloud environments: AWS, Azure, and GCP; OCI experience is a plus • Ability to work independently under minimal supervision • Knowledge of cloud-based security tools, best practices, and policies, including protecting all layers of the application stack • Knowledge of the Software Delivery Life Cycle (SDLC) • Experience with cloud technologies, cloud services, IaC, cloud storage, cloud networking, and cloud security • Experience with package management tools: rpm, pip, dnf, yum • Experience with container build and orchestration: Kubernetes, EKS, ECS, AKS, Docker • Operating system setup and best practices: RHEL, AL2, AL23, Windows • Build tools: Jenkins, GitHub • Experience with CI/CD tools: SonarQube, Snyk, JFrog • Dependency management with Maven • Configuration management tools: Ansible, Terraform, Git • Experience with Cloud IaaS, PaaS, and SaaS offerings • Experience working with FISMA-compliant systems • Current certification in AWS, GCP, and Azure technologies and experience designing and delivering native cloud services • Experience with AWS CloudWatch, Azure Application Insights, Monitor, Log Analytics, and Monitor Metrics, and GCP Cloud Operations suite • Experience with AWS/Azure/GCP CLI, shell languages such as Bash and PowerShell, and programming languages such as Python, Golang, and Rust • Experience with containers, serverless architectures such as Lambda, and virtual machine architectures including VMware/Hyper-V and KVM • Experience bootstrapping and automating complete environments • Excellent writing and verbal communication skills • Ability to manage conflict effectively • Ability to adapt and be productive in a fast-paced, dynamic environment • Excellent communication and collaboration skills supporting multiple stakeholders and business operations • Self-starter, self-managed, and team player • US Citizenship is required • Ability to obtain a Public Trust clearance • Candidates supporting CMS programs must have lived in the United States at least three of the last five years • BS degree and 12–15 years of prior relevant experience, or Master's degree with 10–13 years of prior relevant experience; doctorate in a technical domain may also be possessed
