• Own and approve the CMS case management program's target-state architecture across cloud, data, security, application, and integration layers • Serve as the program's CMS-facing technical authority • Own and manage the architecture decision record process and approve ADRs before implementation • Resolve architectural conflicts among architecture and engineering specialists • Define solution patterns, reusable components, and architectural standards across workstreams • Own secure provider, beneficiary, and healthcare data exchange strategy using FHIR, HL7, Direct Messaging, RESTful APIs, and event-driven integration • Set integration strategy between the Pega/Salesforce case-management platform and data layer • Own cloud-native AWS architecture, including containerized and serverless application strategy • Set data ingestion, transformation, quality control, metadata management, and lakehouse/medallion architecture strategy • Partner with the Security Lead to embed CMS ARS, HIPAA, NIST, and FedRAMP requirements • Provide binding architectural guidance, identify technical risks, and mandate mitigation strategies • Mentor senior technical staff and architects • Own program-level technical specifications and implementation guidance • Present and defend architecture decisions to technical review boards and government stakeholders
• Bachelor's degree in Computer Science, Information Systems, Engineering, or related field • 12–15+ years of experience in solution/enterprise architecture • Prior experience as a Principal Architect, Chief Architect, or Enterprise Architect; not a first-time architecture leadership role • Direct experience delivering on federal contracts • CMS experience strongly preferred • Experience owning architecture governance, including ADR processes and architecture review boards, on at least one prior program • Experience designing cloud-native, API-driven solutions using AWS services and CI/CD pipelines • Experience with enterprise application architecture, service-oriented architectures, and microservices architectures • Fluency with healthcare interoperability standards including FHIR and HL7 • Experience with Pega or Salesforce case-management/BPM platforms • Experience with healthcare data integration, transformation, and governance • Experience working in Agile development environments • Ability to arbitrate technical disagreements and make binding decisions • Preferred: CMS modernization initiatives, federal technical review boards, provider directory and healthcare exchange systems, cloud migration and modernization programs • AWS Certified Solutions Architect preferred • Must reside in one of the listed eligible U.S. states or Washington, DC
