📋 Description

• Provide operations and maintenance (O&M) support for the Cotton and Tobacco Electronic Records System (CERS) • Serve as the technical lead for the HP NonStop Integrity environment • Responsible for the design, development, implementation, and maintenance of mission-critical applications • Collaborate with leadership to develop short- and long-range IT strategies • Gather and analyze customer requirements to build comprehensive IT development and delivery plans • Lead all HP NonStop programming efforts, including COBOL85, SCOBOL, TAL, and NonStop SQL database design • Administer system installations, manage security, provide technical support, and oversee storage solutions • Prepare, test, and implement programs; evaluate results; and apply corrective actions as needed • Train and mentor ITD staff and end-users • Answer helpdesk questions related to CERS and provide timely end-user support • Rapidly diagnose and resolve bugs and defects in core production applications • Perform daily system checks, audits, and backups • Implement urgent changes in response to regulatory or operational shifts • Ensure compatibility with evolving Agency IT standards and third-party integrations • Coordinate with diverse stakeholders

🎯 Requirements

• Bachelor’s degree in Computer Science, Computer Information Systems, or related field from an accredited college or university. • 3 years COBOL Development experience. • HPE NonStop Platform technologies and environment management • COBOL programming, cotton production system automation, and legacy system integration • HPE NonStop SQLCI database management and reporting tools • Strong communication and stakeholder management skills • Ability to translate complex technical solutions into clear business outcomes • Strong problem-solving skills with high attention to detail • Experience working in a federal government IT environment. • Cotton and Tobacco production processes and workflows • USDA or agricultural regulatory compliance frameworks
