• Oversee the 63d RD Hazardous Waste (HW) Program and ensure that the HW contract scope of work is executed on schedule and quality standards are maintained • Coordinate HW disposal through the HW contractor with the Defense Logistics Agency (DLA) and the Area Compliance Evaluation Support (ACES) • Perform periodic assessments of waste management activities for consideration of significant aspects • Ensure disposal contractors comply with Environmental Protection Agency (EPA) Land Disposal Restrictions (LDRs) under 40 CFR Part 268 based on information supplied by the Hazardous Waste Profile Sheet (HWPS) and manifests • Coordinate, inspect, and manage all aspects of command actions relative to HW environmental regulations • Serve as the point of contact for federal, state, and local agencies regarding interpretation of regulatory requirements, coordination efforts, and resolution of noncompliance issues or findings • Monitor command compliance with federal, state, and local environmental requirements, including activities of tenants and sub-installations, and recommend to the Installation Commander necessary or advisable policy changes to improve program management • Prepare all required status and compliance reports relative to HW management in accordance with applicable federal, state, and local regulatory requirements • Advise all waste-generating activities of federal, state, local, and Army requirements for managing HW, including reporting and recordkeeping requirements to ensure compliance • Advise the 63d RD Leadership on the most cost-effective and efficient means of waste storage, treatment, and disposal • Provide technical assistance and guidance to HW-generating activities, tenants, and operators of RCRA HW treatment, storage, and disposal units • Ensure HW is properly identified, characterized, segregated, and weighed pursuant to federal, state, and Army requirements prior to release for transportation or disposal • Coordinate the analysis of waste to determine if it is hazardous and provide copies of waste analysis prior to release for offsite transportation or release to the DLA Services Office • Coordinate an installation-wide inventory of all HW generated and identify waste-generating activities annually • Establish, monitor, and execute programs in waste management, including waste minimization, resource recovery, reutilization, and recycling • Immediately advise the Environmental Chief of receipt of enforcement notices of violation, consent orders, or compliance agreements • Advise staff members with responsibility for directing and coordinating the HW Management Program • Prioritize deadlines to ensure timely and quality completion of deliverables • Respond to inquiries and requests from customers and Project Manager within a reasonable timeframe • Assist in gathering data, reviewing, updating, and implementing environmental compliance documents, training presentations, and associated management plans • Assist with HW pickups and manifest signatory needs throughout the 63d RD • Complete data entry in online databases and develop data management tools and processes • Provide technical assistance necessary to fully support the 63d RD Environmental Division’s programs and associated projects, including research, analysis, development, coordination, and management under the direction of the 63d RD environmental staff and in coordination with the regional facility personnel • Provide support for outreach, education, and training to soldiers and civilians at military installations • Expand job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; and participating in professional organizations (where applicable) • Maintain current knowledge of all applicable HW local, state, federal and Army regulations • Be willing to accept new and varying responsibilities and opportunities • Complete assigned responsibilities on time and accurately • Promote and demonstrate a positive, team-oriented attitude towards civil service government employees, active-duty soldiers, facility operations personnel and other contract employees • Other duties not explicitly described above that may arise to meet customer needs.
• Bachelor’s Degree in Environmental Science or related field • Minimum of 5-7 years of environmental compliance experience • DoD Approved HW Manifest and DOT Hazardous Materials Certification (49 CFR) and subsequent bi-annual refresher courses (current or be able to obtain) • California Hazardous Waste Management Training covering 40 CFR §262.17 and 22 CCR §§66262.34 and 66265.16 (current or be able to obtain) • Experience with MS Windows OS including Word, Excel, PowerPoint, and Outlook • Excellent time management and interpersonal skills, and the ability to work independently and meet strict governmental and regulatory reporting requirements • Strong supervision, managing, planning, coaching, budgeting, interpersonal and communication skills • Ability to read, interpret, and communicate environmental regulatory requirements outlined in state and local regulations and site-specific environmental permits • Demonstrated ability to present technical information to internal and external audiences with varied backgrounds.
