📋 Description

• Lead end-to-end data migration from legacy federal HR systems into Oracle Fusion Cloud HCM • Build and maintain ETL/ELT pipelines, data mapping, and transformation logic using HDL and HSDL • Conduct data profiling, anomaly detection, and data quality analysis • Execute data cleansing routines to standardize values, remove duplicates, and align with EHRI and eOPF standards • Plan and perform mock migrations, dress rehearsals, and production cutovers across multiple agency complexity tiers • Perform parallel payroll validation testing to ensure zero-dollar variance • Create and document migration runbooks, data dictionaries, conversion specifications, and reconciliation reports • Develop automated validation scripts for record consistency, referential integrity, and compliance • Collaborate with federal HR policy experts to validate employee status, benefits eligibility, and personnel action accuracy • Partner with integration teams for compatibility with EHRI, eOPF, payroll providers, and benefits carriers • Support data governance, issue triage, and data quality metric reporting • Serve as a technical expert and mentor; lead small workstreams and review technical deliverables

🎯 Requirements

• Ability to obtain/maintain a Public Trust clearance • U.S. Citizenship required • Bachelor’s degree and 7 years of relevant experience (or equivalent experience) • 7+ years of experience in data migration, data conversion, or ETL development • 5+ years of hands-on experience with Oracle Fusion Cloud HCM, Oracle ERP Cloud, or similar platforms using HDL, HSDL, or FBDI • Strong SQL skills • Experience with large-scale data profiling and cleansing involving 100K+ records • Familiarity with ODI, Informatica, Talend, or Python-based pipelines • Understanding of HR data domains including employee master data, jobs, positions, compensation, benefits, and personnel action history • Experience working in Agile or SAFe environments
