📋 Description

• Coordinate financial/accounting operations and monitor overall project finances • Provide financial management, support, and guidance to Country Office and project staff • Analyze financial data and project-fund budgets • Prepare reports for funding agencies to ensure donor compliance • Oversee subaward management and respond to inquiries • Assist with trainings • Review and process final cost objective requests • Provide financial analysis and business modeling support for strategic initiatives • Analyze performance trends, model complex business decisions, track performance, and present results • Create, review, and monitor multiple country program budgets from $1M to $20M annually • Collaborate with staff across teams and offices on cost-to-complete analyses • Provide on-site and remote financial technical assistance to country-based staff • Interpret discrepancies and variations in financial data • Process invoices from sub-awardees, consultants, and vendors, and process travel expense reports • Produce reports, analyses, financial models, and databases using financial systems • Ensure compliance with applicable state and federal statutes and GAAP • Apply acquisition principles and regulatory understanding in financial monitoring, reporting, and oversight • Serve as a subject matter expert and may lead teams on complex issues • Document complex or unique issues and articulate written conclusions • Implement, enhance, and evaluate tools, systems, and processes • Serve as a trusted advisor to management • Prepare and analyze complex financial matters and make recommendations • Support assigned teams in resolving complex subjects • Recommend procedures and corrective actions • May implement departmental work plans and provide input for performance reviews • Provide input to management for hiring processes • Review and recommend departmental training opportunities • May lead and supervise employee growth and development initiatives • Travel 10–15%

🎯 Requirements

• Bachelor's Degree or its International Equivalent in Finance, Business Administration, Accounting or Related Field, or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job • 8 Years of progressively responsible finance and operational management experience • Experience providing financial management of Department of State global awards • Direct support to program and country offices • Direct oversight of subrecipients and execution of subrecipient pre-award and monitoring tasks • Hands-on experience creating budgets, monitoring costs, and preparing estimate to-complete analyses • Advanced knowledge of U.S. Government grants, contracting and auditing standards as they apply to effective management of multi-year funds • Advanced knowledge of acquisition principles, regulations and associated financial contract management • Excellent analytical and organizational skills • Articulate, professional and able to communicate in a clear, positive manner with clients and staff • Must be able to read, write, and speak fluent English; fluency in French/Spanish preferred • Proficiency in spreadsheet software required • Experience working under minimal supervision • All offers of employment subject to appropriate screening checks, including reference, criminal record and terrorism finance checks • Personnel must sign FHI 360's code of conduct
