📋 Description

• Lead analysis of Requests for Proposals and complete required compliance matrices • Build and operate Risk Review sessions and Deal Desks across Levels 1–4 • Partner with commercial teams to prepare terms, conditions, and assumptions • Advise Sales and Tendering teams on proposal quality and risk/opportunity assessment • Own the ComOps risk process and governance tools during the Inquiry-to-Order phase • Use LEAN tools, win-loss analysis, and proposal post-mortems to improve offer quality and cycle time • Lead complex contract negotiations • Review and draft NDAs, MOUs, Lien Waivers, Assignment Agreements, and Estoppel Letters • Ensure compliance with FAR, DFARS, DEARS, and commercial flow-down requirements • Guide project teams on contractual and legal queries during contract execution • Handover signed contracts and Purchase Orders to the Order-to-Remittance phase • Maintain government property records and conduct audits and physical inventories • Coordinate government property disposition and provide accountability reports such as DD 1662 • Serve as primary contact for DCAA/DCMA property management system audits • Drive change management, standardized deal-making, cost reduction, cycle-time reduction, and service-quality improvements • Interface with Legal, Finance, Tax, EHS, Sales, and Operations teams to optimize sales solutions and align leadership

🎯 Requirements

• Bachelor’s Degree (and/or high school diploma/equivalent with 10 years of related experience) • 10+ years of experience in government and commercial contract formation and execution • Not eligible for U.S. immigration sponsorship • Must be legally authorized to work in the United States • Domain expertise with commercial terms and conditions, UCC, Federal Acquisition Regulations, FAR Part 12, FAR Part 15, and DFARS • Experience with Firm Fixed Price and Cost Plus Fixed Fee contracts • Experience with contract change management • Experience administering or executing a FAR 52.245-compliant government property management system • Proven ability to draft and negotiate contractual language • Professional certification by NCMA, NPMA, or another relevant U.S. government contract organization is desired
