• Direct and manage the project controls team technically and administratively • Ensure project accounting organizational support for project operations • Develop the department and staff organizationally • Provide vision, direction, and guidance for the department and functional areas • Develop strategic plans and lead initiatives • Develop and maintain company-wide project controls standard operating procedures, policies, and procedures • Ensure internal controls, accurate project financial reporting, and project accounting efficiency • Ensure project reporting complies with contractual, statutory, GAAP, and government requirements • Collaborate with functional areas to meet strategy, growth, budget, schedule, compliance, quality, and performance requirements • Review project results and projections; make recommendations and develop financial strategies • Participate in financial planning and forecasting for the department, operations, and business • Provide management information for strategic planning, performance measurement, and organizational decision-making • Monitor contract cost performance and funding limitations • Ensure external reporting meets contractual requirements • Oversee invoicing and financial contract close-out responsibilities • Review purchase requisitions for proper charging and compliance with funding and contractual agreements • Conduct business according to Seneca policies and procedures • Perform other assigned duties
• Bachelors in Business or a related field • 12+ years of experience in finance or business operations for a Federal Government Contractor • Highly experienced with Performance Based Contracts and IDIQ vehicles, including FFP, T&M, and CPFF type orders • Excellent understanding and use of Deltek Costpoint, notably the Projects module, with strong understanding of billing and revenue formulas • Well-developed financial modeling, analytical, and problem-solving skills • Working knowledge of Federal Acquisition Regulation (FAR) and Cost Accounting • Ability to organize and manage time across multiple tasks and customer needs • Ability to work independently and maintain effective relationships with internal and external customers • Excellent communication skills for generating and presenting briefings to senior leadership • Proactive, positive, motivated, problem-solving, and adaptable approach • Ability to maintain confidentiality and recognize the value of each person's contribution • Business process improvement leadership and advocacy • Ability to communicate effectively with internal technical, management, and administrative staff and external customers • Proficiency in Microsoft Office applications, especially MS Excel • Desired: Knowledge of FAR/DFARS, GSA Federal Schedules, Federal, IDIQ, GWAC contracts, and supplemental government agency regulations • Desired: Knowledge of Earned Value Management (EVM) principles • Desired: Experience with Cognos reporting/query building
