📋 Description

• Lead the development, implementation, and evaluation of housing programs, including new rental development and acquisition/repair of existing homes, aligned with the City’s HousingTO 2020-2030 Action Plan. • Leads and/or advises on complex cross-divisional programs, policies, and issues by working with staff in various divisions. • Provide leadership to a multi-disciplinary team and foster collaboration across City divisions, agencies, and external stakeholders. • Manage research, analysis, and recommendations to improve housing policies and programs; prepare reports for Committees and Council. • Represent the Director at briefings and ensure timely, accurate updates on matters before Council and Committees. • Build and maintain strong relationships with Indigenous organizations, non-profit and private housing providers, land trusts, and other partners in the housing system to advance shared objectives. • Manage strategic and effective relations with City staff, Members of City Council, other governments, public agencies and partners. • Collaborate across divisions and external sectors to align strategies, policies, and leverage funding opportunities. • Anticipate and address complex, high-profile issues, providing strategic advice and recommendations to senior leadership. • Maintain thorough knowledge of corporate priorities, housing sector developments, and relevant legislation. • Manage and mentor staff, ensuring effective teamwork and ensure high standards of work quality, while fostering an environment of accountability, innovation and continuous learning. • Oversee recruitment, performance management, and labour relations in collaboration with Employee Relations. • Develop and administer the unit’s annual budget, ensuring fiscal accountability and alignment with divisional priorities.

🎯 Requirements

• Post-secondary degree in public policy, social science, urban planning, real estate, or a related field, or an equivalent combination of education and experience. • Considerable experience leading the development, implementation, and evaluation of housing policies, programs, and strategies, with minimal direction while balancing political, community, and stakeholder interests. • Considerable experience managing large, complex projects, including budgets, business case development, risk management, stakeholder engagement, and reporting on outcomes and performance indicators. • Experience in team leadership, including recruitment, performance management, and labour relations. • Demonstrated ability to build and sustain long-term, positive working relationships with diverse partners- Indigenous organizations, non-profits, private developers - fostering trust and collaboration to achieve shared housing objectives. • Exceptional stakeholder engagement skills, with expertise in negotiation, conflict resolution, and building collaborative partnerships across sectors. • Strong knowledge of housing policies and funding streams at the municipal, provincial, and federal levels, and ability to leverage intergovernmental relationships. • Ability to recognize and anticipate program inter-relationships and understand the potential consequences of policy/program recommendations. • Advanced organizational and project management skills, with the ability to thrive under competing deadlines and changing priorities. • Knowledge of municipal governance structures and relevant legislation, including employment standards, human rights, and occupational health and safety.
