📋 Description

• Supports the Manager on the planning, programming and prioritization of the Cycling Network Plan, including taking identified major multimodal complete street and other related transportation projects from feasibility to implementation. • Leads the development of the Cycling Network Plan Near-term Implementation Program and leads the drafting of the associated staff reports and presentations for management review and submission to City Council and its Committees. • Prepares materials for briefings to senior management in the Transportation Services division and individual members of City Council, and drafts correspondence for a variety of audiences. • Coordinates input into the Capital Works Program and operating budget and manages assigned budget, ensuring that expenditures are within approved budget limitations. • Conducts research and analysis on transportation-related topics considering legislative changes, developments within the field, corporate policies and practices, and best practices in other jurisdictions. • Oversees assigned projects and provides contract management, ensuring effective communication and high-quality outcomes to advance the Division's initiatives in a complex municipal environment. • Contributes to planning and developing strategic initiatives for the Division. • Coordinates, evaluates and prepares responses on requests from elected officials, internal divisions, and the public, assessing feasibility within existing programs and resources. • Prepares, coordinates, and makes recommendations on Request for Proposals/Request for Quotations and tender documents for project implementation. • Represents the Unit at Divisional meetings and the Division at project-related community engagements, always maintaining professionalism. • Acts as resource person for requests and inquiries related to Divisional activities. • Establishes, maintains and develops relationships with other Units, Divisions, agencies, elected officials, and consultants to ensure effective partnerships. • Embraces diversity and inclusion, fosters teamwork, and consistently contributes to a positive workplace culture. • Manages assigned projects, ensuring effective teamwork, communication and high standards of work quality to advance the Division's initiatives in a complex municipal environment. • Prepares project plans, reports and status updates for the Manager and other senior staff. • Reviews, produces and comments on draft materials. • Negotiates and coordinates with both internal and external stakeholders on and outside of project technical advisory committees. • Fosters and maintains effective working relationships and networking with inter-divisional departments, government agencies, elected officials, and consultants though consultation, resolution of conflicts, participation in public meetings etc. • Keeps up-to-date on relevant research and coordinates with relevant divisional staff on project-related data and analysis. • Represents the Division, as required, at meetings and at project-related community consultations. • Leads, facilitates, or participates in internal technical working groups and stakeholder engagement including other City divisions, agencies, community and interest groups, industry members, higher educational institutions, and other levels of government to ensure appropriate involvement and feedback at all stages of projects. • Supervises the day-to-day operation of assigned project team members and junior staff including the scheduling, assigning and reviewing of work.

🎯 Requirements

• Post-secondary education in transportation planning, urban planning, urban design, civil engineering, landscape architecture, project management, or a discipline pertinent to the job function or an equivalent combination of education, training, and experience. • Considerable experience leading complex multi-disciplinary projects in transportation, public realm or infrastructure planning and/or design in a detail and deadline-oriented environment. • Experience in managing project budgets and/or capital planning, leading a procurement process, overseeing consultant assignments, and implementing creative solutions while balancing political, community, and other stakeholder interests. • Considerable experience in at least one of the following areas: public realm design and implementation; road infrastructure design; road safety; traffic engineering; traffic operations; data analysis and management; transportation policy and emerging technologies; or planning, programming, prioritization and coordination of capital projects and programs. • Strong problem solving and project coordination skills and the ability to exercise independent judgement in dealing with technical matters and initiating creative solutions. • Excellent stakeholder management skills with a proven track record in working with community and interest groups, elected officials, internal and external partners, and the general public. • Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, and the ability to convey technical information effectively to elected officials and the public including excellent skills in delivering presentations, building and maintaining relationships, and resolving conflicts. • Ability to effectively represent the Division and to maintain relations and work with community and elected officials, internal and external stakeholders, and members of the public. • Effective leadership and team-building skills, and the ability to provide work direction to project team members, contractors, and staff in a unionized environment. • Ability to interpret and apply legislation and technical documents such as the Accessibility for Ontarians with Disabilities Act (AODA), the Highway Traffic Act, Ontario Traffic Manual, Occupational Health and Safety Act, and any of the City of Toronto's by-laws, technical standards, policies, guidelines and standard operating procedures. • Proficient in the use Microsoft Office Suite (e.g. Word, Excel and PowerPoint) and knowledge of any or all the following software considered an asset: traffic simulation software (e.g. Synchro, Aimsun, VISSIM, and/or EMME); GIS platforms (e.g. QGIS, ArcGIS); CAD design (e.g. MicroStation/AutoCAD).
