📋 Description

• Contribute to the preparation, scoping, and analysis of technology projects in the health and social services sector • Support requesters in defining, clarifying, and structuring their IT needs and initiatives • Produce, draft, review, and enhance project concepts, opportunity assessments, and business cases • Ensure that project documentation complies with strategic directions, standards, and regulatory and government requirements • Coordinate communications among business units, IT teams, project managers, and governance bodies • Analyze IT project requests and clarify requesters’ needs • Collect, analyze, and validate information from various stakeholders • Act as the liaison between requesters and IT teams to obtain the required functional and technical information • Ensure that the templates and information required for the approval process are complete • Support the preparation and optimization of regulatory and government documentation • Assess initiatives for alignment with the client’s strategic directions • Plan, prepare, and facilitate meetings related to pre-project and planning activities • Track approvals and authorizations • Maintain proactive communication with client departments and IT teams • Identify opportunities to simplify and optimize processes • Contribute to the continuous improvement of project request management and preparation

🎯 Requirements

• Bachelor’s degree in a relevant field, such as business administration, business analysis, project management, public health, or an equivalent discipline • Diploma recognized by the Quebec Ministry of Education, Recreation and Sports (MÉLS), or a Quebec Ministry of Immigration, Francization and Integration (MIFI) equivalency, required • Relevant experience in business analysis for IT projects • Hands-on experience gathering, analyzing, and clarifying business requirements • Experience preparing and scoping IT pre-project initiatives • Experience drafting or preparing opportunity assessments and business cases • Ability to write and review project presentation and justification documents • Experience coordinating between business and IT teams • Excellent writing, analytical, synthesis, and organizational skills • Ability to facilitate meetings and workshops with diverse stakeholders • Ability to manage multiple files or projects simultaneously • Ability to work in a multidisciplinary environment and navigate ambiguity • Leadership, autonomy, and a continuous-improvement mindset • Excellent command of French • The resource must be based in Quebec • French-language résumé required • Experience in the public or parapublic sector is highly relevant • Experience in the health or social services sector is considered an asset • Knowledge of Quebec’s Act respecting governance and management of the information resources of public bodies and government enterprises (LGGRI), as well as regulatory frameworks applicable to government IT projects, is considered an asset • Experience with governance, authorization, and investment processes associated with IT projects is considered an asset • Experience analyzing digital requirements related to management systems, project platforms, or specialized tools is considered an asset • Good understanding of complex digital environments is considered an asset • Knowledge of information management and security principles is considered an asset • A developer-analyst profile may be considered if the candidate has hands-on experience in business analysis
