📋 Description

• Develop a comprehensive KEMIS assessment report covering the current operational status of KEMIS (building on the RATT), an inventory of datasets and gap analysis, stakeholder mapping and coordination, and a phased implementation plan with preliminary recommendations. • Assess the current operational status of KEMIS and related education data systems, deepening the RATT findings with particular emphasis on functional gaps, dataset gaps, and ICT-related data requirements. • Develop a phased implementation plan to guide KEMIS improvement activities. • Review existing datasets and identify priorities for integration into KEMIS, paying attention to ICT infrastructure, teacher development, gender equality, disability inclusion, and other priority sector indicators. • Conduct consultations with relevant MoE departments, KEMIS focal points, education officers, and other stakeholders in accordance with the MoE's formal government communication protocols.

🎯 Requirements

• Advanced university degree in educational planning, Education Management Information Systems (EMIS), statistics, information systems, data science, monitoring and evaluation, ICT, public administration, or a related field. • At least ten (10) years of progressive professional experience in Education Management Information Systems (EMIS), information systems development and management, education planning, monitoring and evaluation, or related fields. • Experience in EMIS assessments, diagnostics, systems analysis, or initiatives to strengthen education data systems. • Experience working with ministries of education, government institutions, and development partner-funded programs. • Experience working in Small Island Developing States (SIDS), Pacific island countries, or other developing country contexts is desirable.
