📋 Description

• Under the authority of the Head of Office and the supervision of the Technical Cooperation Chief of the IIPE-UNESCO Africa Office, the consultant will contribute to several major projects. • SUPPORT TO THE ANALYSIS OF RESOURCE ALLOCATION MECHANISMS. • Contribute to the development of the study protocol, including the methodological approach. • Support the processing of multiple database series and perform statistical and econometric analyses for diagnosing current practices and evaluating the effects of allocation strategies. • Support the drafting of the study report, including identification of allocation options for central and decentralized levels. • SUPPORT TO THE ANALYSIS OF THE EFFECTS OF DECENTRALIZED TEACHER MANAGEMENT. • Support the statistical and, where applicable, institutional analysis of the effects of decentralization on resource efficiency, the quality of teacher management, and equity in teacher distribution, including gender dimensions.

🎯 Requirements

• Minimum: advanced university degree (Master’s) in economics, statistics, econometrics, quantitative and qualitative research methods, or a related field. • At least ten (10) years of relevant experience in quantitative analysis and/or research in education. • Proven expertise (minimum 10 years) in statistical and econometric analysis methods using modern tools. • Demonstrated ability to communicate orally and to facilitate technical discussion sessions. • Excellent writing skills and the ability to synthesize complex information. • Ability to work independently. • Advanced proficiency in at least one statistical/econometric analysis software (Stata, R, Python, or equivalent). • Excellent oral and written communication skills in French.
