• Support a mid-term review of a Partnership Pact • Support the self-assessment phase • Support inclusive dialogue • Support the finalization of the country situation report and the mid-term review memorandum • Support the preparation of a planning cycle and the preparation for implementation of the final phase of the Sectoral Education Plan (PSE) • Support a light mid-term evaluation of the PSE and an update of its results framework • Support drafting a framing/scoping note on the completion of PSE implementation and the preparation of the next sectoral planning cycle • Support the update of a PSE • Support the finalization of the simulation model and related budgetary trade-offs • Support the revision of the PSE and its annexes, notably the results framework and the Three-Year Costed Action Plan
• Master’s degree in Economics, Statistics, or equivalent fields • At least twelve (12) years of relevant international experience in the analysis and planning of education systems in developing countries, preferably in Africa • Proven experience in developing RESEN, financial simulation models, and Sectoral Education Plans (PSE), preferably in Africa • Proven experience supporting sector coordination, and the design and evaluation of sector programs • Proven experience in data collection, data management and analysis, preparation of syntheses, and report writing • Proven experience providing in-country support to PME processes, including the development and review of Partnership Pacts and other requests
• Travel costs will be covered by IIPE-UNESCO in accordance with United Nations travel rules (airfare + Daily Subsistence Allowance - DSA) • All travel arrangements, including necessary visa procedures, must be organized by the consultant • Secondary costs associated with travel (visa processing fees, etc.) will be included in the mission fees, where applicable
