📋 Description

• Support IIPE-UNESCO teams in implementing the country-level program to strengthen the PPBSE chain and education financing. • Contribute to diagnostics of the PPBSE chain and of public financial management (PFM), monitoring and evaluation, and gender-responsive planning arrangements at central and decentralized levels, and to the formulation of reform roadmaps. • Support the design, revision and harmonization of PPBSE chain instruments (CDMT / DPPD, PAPB / PATB, PAAB / PTA, PAA, PAP, RAP, procedure manuals, reporting templates).

🎯 Requirements

• Minimum Master’s degree in economics, public finance, public policy, public sector management, education planning or a related field. • At least 10 years of professional experience in education planning and financing in low- or middle-income country contexts. • Proven expertise in public financial management (PFM) applied to education, the PPBSE chain and program budgeting (CDMT/DPPD, GAR, budget cycle). • Strong experience in monitoring and evaluation and in education management information systems (data production, data quality, analysis and use; management dashboards).
