📋 Description

• Provide hands-on technical leadership, mentorship, and systems support for supply chain management, pharmaceutical services, and data use • Serve as a technical bridge among MSD (Tanzania Mainland), CMS (Zanzibar), RHMTs, CHMTs, Logistics Management Services teams, health facilities, and regional implementing partners • Provide day-to-day technical support on commodities management at regional, council, and health-facility levels • Support bottom-up quantification and integration into national supply and procurement plans • Monitor stock status, analyze inventory trends, and coordinate actions to prevent stock-outs, minimize expiries, and reduce overstocks • Strengthen use of eLMIS, DHIS2, GoTHOMIS, and related tools for accurate, complete, and timely reporting • Support R/CHMT platforms to address lifesaving-commodity supply-chain challenges using data evidence • Provide on-the-job mentorship and demonstrations on stock management, ordering, reporting, and redistribution • Guide MTCs and health-facility staff on rational medicine use, antimicrobial resistance, and patient safety • Strengthen pharmacovigilance and follow up on adverse drug reaction reporting • Collaborate with MSD, TMDA, CMS, ZFDA, and the Pharmacy Council to institutionalize pharmaceutical best practices • Facilitate mentorship for health-facility pharmacists and clinicians through practical demonstrations and supportive supervision • Support RHMTs, CHMTs, HMTs, MTCs, IMPACT Teams, logistics management services teams, and health facilities to improve supply-chain data collection, validation, analysis, reporting, and evidence-based decision-making • Promote dashboards, scorecards, and performance reports for continuous improvement • Ensure timely and complete data flow into national eLMIS, DHIS2, and GoTHOMIS systems • Support root-cause analysis and corrective actions to strengthen data quality and system performance • Implement capacity-building initiatives aligned with MOH/PORALG strategies • Mentor supply-chain staff, pharmacists, laboratory technologists, and health workers on SCM, pharmaceutical management, and data use • Mentor and supervise junior-level staff • Report to the Regional Manager and Senior Technical Advisor–Supply Chain Specialist • Travel to councils and health-facility project sites for technical assistance, supportive supervision, stakeholder engagement, and implementation support

🎯 Requirements

• Degree in Pharmacy, Supply Chain Management, Public Health, or related field • Minimum eight (8) years of experience in supporting public life saving commodities supply chain management, pharmaceutical management, or health systems strengthening • Demonstrated expertise in e-LMIS, CTC2 Database, Pharmacy Modules DHIS2, BUQ, GoTHOMIS and related tools • Background in rational use of medicine and pharmacovigilance • Excellent analytical, facilitation and problem-solving skills • Experience working with the Ministry of Health, USG-funded projects, and other donor-funded health programs • Proven experience in technical assistance, capacity building, mentorship, and supportive supervision of healthcare workers and implementing partners • Experience in program planning, monitoring, data use for decision-making, quality improvement, and performance management • Strong knowledge of Tanzania supply chain systems • Knowledge of Tanzania MOH, PEPFAR, and donor policies, guidelines, and reporting requirements • Experience in program implementation, quality improvement, mentorship, and capacity strengthening • Strong skills in data analysis, performance monitoring, and data use for decision-making • Ability to develop technical reports, training materials, and knowledge products • Experience in project planning, work plan implementation, and budget monitoring • Experience supporting proposal development, technical design, and business development activities • Ability to travel domestically 10%–25% • Ability to use personal computer/laptop, Microsoft Office 365, SharePoint, Skype/Zoom/Teams, cell phone/mobile technology, and standard office equipment • Successful completion of appropriate screening checks, including reference, criminal record, and terrorism finance checks • Consent to participate in the Inter-Agency Misconduct Disclosure Scheme checks
