âą Advise senior officials âą Assist USMILGP-Iraq in managing and executing ministerial-level advisory activities âą Develop ministerial engagement strategies that improve institutional effectiveness and long-term capability development âą Facilitate timely decision-making and information-sharing processes through observation, analysis, and reporting âą Build and maintain professional relationships with senior ministry officials and other government agencies âą Establish trusted relationships through frequent direct engagement with ministry leadership âą Assist in the development, implementation, and oversight of policies and procedures that improve organizational and individual performance âą Support civil-military integration and democratic governance practices within defense institutions âą Provide advice, reports, briefings, and recommendations on integration of military and civilian elements within ministry headquarters, and improvement of coordination among directorates, departments, and agencies âą Plan and manage operational and administrative planning
âą Active in Scope Secret clearance âą Must be a U.S. Citizen âą Bachelor's degree in a relevant discipline âą Fluent in Arabic and full professional fluency in English (Listening, Speaking, Reading, and Writing) âą Fluent in Kuridsh and full professional fluency in English (Listening, Speaking, Reading, and Writing) âą Thorough understanding of the Iraqi Ministry of Defense organizational structure and operations âą Previous strategic-level experience with U.S. forces in Iraq since 2011 as either a civilian contractor, or a uniformed service member âą Significant knowledge and experience in civil-military relations, democratic governance and defense institution building âą Strong written and verbal communication skills âą Proficiency in Microsoft Office applications.
âą Work is performed in a combination of office and outdoor environments âą Outdoor duties may require working in extreme heat and hot, dry, and dusty conditions âą Normal work hours are Monday through Friday, 0800-1600; however, contractor personnel will be on call outside of normal hours to respond to both emergent issues and crises âą Contractor personnel will respond to emergent issues as soon as possible, but no later than within 2 hours to any on-installation location 24 hours a day, 7 days a week âą Services under this contract are essential during crises. Per Department of Defense Instruction (DODI) 1100.22 Policy and Procedures for Determining Workforce Mix and Air Force implementation the Contractor must be available to perform duties during crises up to 24 hours a day, including off-duty and holiday periods âą All special/cultural events must be approved in writing by the applicable commander or designated representative and coordinated through the COR or designated representative âą Work performance shall be required during US Federal and HN holidays
