Beschreibung

• Capture business requirements and provide market analysis • Develop negotiation strategies and manage the subcontracting process • Communicate with internal stakeholders and negotiate with partners, subcontractors and consultants • Execute market-competitive subcontracts that minimize organizational and customer risk • Apply procurement best practices to achieve supply-chain value • Build relationships with internal business owners to understand product and service requirements • Prepare vendor agreements and related documents • Review Prime contract terms and conditions and ensure proper flowdown • Facilitate and support negotiations and execution of contract documents • Develop risk-based negotiation strategies and subcontract language • Support vendor due diligence and evaluation • Obtain approvals from Legal, Compliance, IT, Security and relevant business stakeholders • Act as liaison between Legal, internal business units and vendor representatives • Provide expert advice on subcontract language, contracting policies, procedures, contract issues and document administration • Assist with new vendor implementations and transitions • Monitor and manage expiring subcontracts for renewal or termination • Build and maintain external subcontractor relationships • Develop and maintain vendor-related materials • Identify process improvement and cost savings or avoidance opportunities • Coordinate with Program Management on contractual matters, payment milestones, invoicing, performance issues and funding limitations • Maintain contractual documentation, subcontract files, modifications, task/delivery orders, funding and invoicing status, certifications, supplier qualifications and correspondence • Process and set up subcontracts and modifications according to Purchasing Policies and Procedures

🎯 Anforderungen

• 7+ years of Purchasing experience • 5+ years of subcontracts administration experience • Bachelor’s degree in Supply Chain or Business-related field required • Knowledge of legal subcontract language • Proven subcontract negotiation skills • Strong customer service and business partnership skills • Excellent communication, facilitation, consultation, training and project management skills • Ability to collaborate effectively across different organizational levels, functions, businesses and geographies • Ability to identify barriers and elevate issues • Ability to manage multiple tasks simultaneously • Demonstrated time management skills • Proficiency with Microsoft applications, including advanced level Word and Excel and intermediate level PowerPoint • Experience administering CPFF, T&M and FFP subcontracts for services, research and development, systems integration, and software and hardware delivery • Experience supporting commercial, state and Federal government programs, domestic and international • In-depth understanding of commercial business terminology • In-depth understanding of Federal Acquisition Regulations (FAR, DFARS) and their relationship to subcontract administration • Must comply with applicable legal, regulatory, contractual and internal policy requirements
