📋 Description

• Lead Elovate's proposal development function and own the end-to-end process for RFP, RFQ, and RFI responses • Create customized, high-quality proposal responses • Edit subject matter expert content and partner with Marketing to refine new content • Develop, write, and proofread content for different audiences, markets, and program implementations • Collaborate with cross-functional subject matter experts and corporate personnel on technical and management content • Manage multiple concurrent proposals across the full proposal lifecycle • Establish priorities and target dates for information gathering, writing, review, and approval • Monitor workflow in Monday.com to ensure the government bid request process is followed • Ensure proposals meet Elovate content, style, marketing, accuracy, and brand standards • Serve as the final quality checkpoint before submission • Collaborate with Corporate Leadership on proposal win strategy • Maintain the competitive wins and losses database • Train Sales on RFP processes, timelines, and best practices • Identify process improvements and lead efforts to improve the proposal experience • Assist with special projects and other duties assigned by management

🎯 Requirements

• 4+ years of experience in proposal management, technical writing, RFP response, or a related role, ideally within a B2B, government, or public sector environment • Ability to write, edit, and proofread clear, persuasive, and audience-appropriate content under tight deadlines • Experience managing multiple concurrent proposals with strong project management and organizational discipline • Collaboration experience with subject matter experts, sales, and executive stakeholders to produce written content • Strong attention to detail and commitment to accuracy, consistency, and brand compliance • Proficient with Microsoft Office Suite • Bachelor's degree in English, Communications, Marketing, Business, or a related field, or equivalent experience • Experience with Monday.com or comparable project management platforms strongly preferred • Experience responding to government or municipal RFPs, RFQs, or RFIs • Background in automated traffic enforcement, public safety technology, or GovTech • APMP certification or formal proposal management training • Experience building or maintaining a competitive win/loss database or knowledge library • Familiarity with sales enablement or CRM platforms
