⢠Oversee all phases of the acquisition process from initiation through contract closeout ⢠Review major procurements for accuracy, timeliness, complete documentation, and regulatory compliance ⢠Develop and maintain standard operating procedures for procurement and receipt of goods and services ⢠Prepare documentation for procuring supplies, equipment, services, architect-engineering, construction, and furnishings ⢠Draft pre-award specifications, solicitations, requests for information, proposals, and quotations ⢠Ensure supplier research and evaluations address price, quality, selection, service, support, reliability, production, and history ⢠Compose documentation for contracts, awards, and purchase orders ⢠Record and maintain initial obligations and adjustments ⢠Evaluate and monitor contract performance and resolve conflicts ⢠Plan and coordinate delivery and installation with CAHSR, vendors, contractors, and support contractors ⢠Coordinate stakeholder review of customized contract drafts to mitigate risks ⢠Ensure compliance with legal, regulatory, and internal CAHSR policies ⢠Respond to customer and supplier inquiries about order status, changes, and cancellations ⢠Track requisitions, contracts, and orders ⢠Reconcile outstanding invoices and process payments according to contract terms ⢠Promote and maintain safety in daily activities ⢠Provide coaching and mentoring to designated procurement staff ⢠Perform other assigned duties and responsibilities
⢠BA/BS plus 8 years of relevant experience, or demonstrated equivalency of experience and/or education ⢠Master's degree or higher in Business, Acquisitions, Legal, or a related field preferred ⢠Extensive knowledge of the California State Contracting Manual, including competitive and non-competitive bid processes, SB/DVBE participation requirements, contract formation and amendments ⢠Compliance experience with Cal eProcure/FI$Cal systems ⢠Contracting Professional Certification: FAC-C Professional, DAWIA Level II or III, or equivalent certification ⢠Strong written and verbal communication skills ⢠Ability to manage multiple tasks, stay organized, and prioritize in dynamic situations ⢠Ability to support compliance with applicable city, state, federal, and CAHSR regulations and policies ⢠Ability to attend in-person Day 1 onboarding at an AECOM office ⢠Ability to work remotely while supporting the Sacramento, California office
