• Guide AIR's transition from QDM-based eCQMs to FHIR-based digital quality measures, aligning with US Core and QI-Core implementation guides • Represent AIR in HL7 workgroups and stay current on FHIR-based quality measurement standards • Align FHIR/interoperability practices across projects • Oversee subcontractor work creating FHIR-based specifications and communicate technical guidance • Lead technical teams authoring FHIR-based dQMs in MADiE, troubleshooting logic, terminology, and value set issues, reviewing output, and ensuring implementation-guide alignment • Manage annual updates of digital quality measures • Provide day-to-day technical leadership and mentorship to measure developers and analysts; review work products • Vet and evaluate technical partners and platforms for proposals • Contribute to technical approaches, staffing plans, and level-of-effort estimates for standards-based federal RFPs • Serve as AIR's FHIR standards expert on CMS eCQM contracts in client meetings, technical expert panels, and standards workgroups • Build strategic partnerships with public agencies, nonprofits, philanthropic organizations, and academic institutions • Share insights, innovations, and lessons learned to support organizational learning
• Master's degree in health informatics, computer science, public health, nursing, or a related field with a minimum of 11 years of relevant experience • 7+ years of experience in health care quality measurement • Direct, hands-on experience authoring QDM-based eCQMs and FHIR-based dQMs required • Working knowledge of FHIR resources and quality-measurement implementation guides, including US Core and QI-Core • Familiarity with the CMS eCQM lifecycle, annual updates, and value set management • Experience on federal, ideally CMS, contracts and understanding of government-funded quality-measurement deliverables, timelines, and stakeholders • Ability to lead or mentor junior technical staff while performing hands-on technical work • Strong written and verbal communication skills, including explaining technical concepts to non-technical audiences • HL7 FHIR Foundation certification or legacy FHIR R4 Proficiency credential preferred but not required • Prior experience at a CMS contractor supporting quality-measure development or maintenance • Clinical background or clinical informatics training preferred • Familiarity with federal quality-reporting program structures • Advanced project-management skills and ability to manage multiple priorities • Stakeholder engagement, negotiation, and relationship-building skills • Currently authorized to work in the U.S. on a full-time basis • Employment-based visa sponsorship is not available • May need to meet project-specific residency requirements • Must undergo reference and background checks
