📋 Description

• Lead development impact fee and linkage/nexus studies establishing legally defensible fee schedules • Build growth projections, level-of-service standards, and capital improvement inventories by fee category • Prepare nexus analyses establishing proportionate share and maximum justified fees • Develop fee schedules, credits, exemptions, and financial feasibility tests • Draft Capital Improvements Elements, fee reports, and ordinance-ready recommendations • Present findings to councils, advisory committees, and development stakeholders • Contribute qualifications and past-performance narratives to AlphaGov proposals when authorized to be named • Confirm scope, schedule, and fee before each engagement begins

🎯 Requirements

• At least 5 years of professional experience preparing development impact fee, linkage fee, or nexus studies for public agencies • Working knowledge of state impact fee enabling statutes (e.g., Georgia DIFA, California Mitigation Fee Act) • Strong financial modeling skills • Comfortable as a 1099 project-based consultant • Housing linkage or affordable-housing nexus study experience • Public hearing / council presentation experience • AICP or public finance background
