• Evaluate the full range of civil engineering plans, calculations, and supporting documents for compliance with local, state, and federal regulations • Assess site development plans, including grading, drainage, stormwater management, utilities, roadway improvements, and erosion control measures • Review floodplain development proposals for compliance with FEMA standards, the National Flood Insurance Program (NFIP), and local floodplain ordinances • Evaluate elevation certificates, no-rise certifications, hydrologic and hydraulic (H&H) studies, and floodplain development permit applications • Verify that plans comply with adopted codes, municipal standards, and accepted engineering practices • Prepare clear, accurate review comments and required corrections through the VertexPlans platform • Coordinate with engineers, developers, contractors, and municipal staff (including floodplain administrators) to resolve review comments • Utilize VertexPlans for project tracking, documentation, communication, and report submission • Consistently meet established turnaround times while maintaining high standards of accuracy and quality
• Bachelor’s degree in Civil Engineering or a closely related field required • Active Texas Professional Engineer (PE) license required • Availability to work part-time on an as-needed basis remotely (no guaranteed minimum hours) • Strong technical command of civil engineering principles related to site development, grading, drainage, stormwater management, utilities, and infrastructure • Texas Certified Floodplain Manager (CFM) certification preferred • Prior experience performing civil and floodplain plan reviews for municipalities preferred • Working knowledge of FEMA floodplain regulations, the National Flood Insurance Program, and local floodplain ordinance administration
