📋 Description

• Provide mid- to senior-level acquisition policy support, including interpreting and drafting acquisition policy • Develop, implement, and maintain FDIC contract policies and procedures • Collaborate with FDIC teams to align with legal and regulatory requirements and promote compliance and efficiency in contract management • Research, analyze, and present detailed and complex contracting information • Track, organize, and communicate procurement data clearly and logically • Develop presentations and data-enriched reports with findings and actionable recommendations • Collaborate with contract specialists, contracting officers, legal personnel, and other teams • Research Executive Orders, OMB memoranda, and related policy drivers to identify impacts on FDIC acquisition operations and policy • Assist with drafting and reviewing updates to FDIC’s APGM, including integrating interim policy changes and stakeholder inputs • Draft and review acquisition templates, samples, and other documents used across the FDIC user community • Coordinate updates and interactions with acquisition systems such as APS and ASNG

🎯 Requirements

• BA or BS degree in a business-related, management, or legal field • At least ten (10) years of direct procurement experience in federal government and/or the private sector • At least five (5) of the most recent years must include practical experience creating policy documents, updating existing policies, and developing templates • Public Trust clearance • Proven practical knowledge and excellence applying both non-FAR-based regulations and the Federal Acquisition Regulation (FAR), along with other U.S. Government policies • Experience working with GSA Schedules, GWACs, and MA-IDIQs • Demonstrated understanding and practical experience with acquisition management principles across the full lifecycle (pre-award through closeout) • Demonstrated experience managing multiple contract types for supplies and services (FFP/LOE, T&M, FFP, CPFF, CPIF, CPAF) • Strong interpersonal and communication skills; ability to work effectively in a team environment • Ability to anticipate issues, establish paths to mitigate risk, and manage administrative processes on behalf of management • Demonstrated ability to work collaboratively in demanding environments and establish productive relationships at all levels—internal and external • Proven ability to set a positive example, resolve misunderstandings proactively, expand working relationships, and influence productive outcomes • Certification: Certified Procurement Professional (CPP) or similar certification in government procurement practices (e.g., FAC Professional or FAC-C II or equivalent) — desired
